star this property answer text <p>Whilst we have always said that there are many reasons people use Food Banks and that their growth cannot be linked to a single cause, we have long acknowledged that there were issues with the early roll out of UC. We have listened to feedback on how we can support our claimants and acted quickly, making improvements such as extending advances, removing waiting days, and introducing housing benefit run on. These changes are giving support to vulnerable people who need it most, whilst at the same time helping people get into work faster.</p> more like this

star this property answer text <p>When the Independent Case Examiner’s Office accept a complaint for investigation, attempts will initially be made to agree a solution between the complainant and the relevant business area, without having to request evidence to inform an investigation – this is known as “resolution”. If it’s not possible to resolve the complaint, the evidence will be requested and the case will await allocation to an Investigation Case Manager (ICM). The majority of complaints that are referred to ICE are complex and require a full investigation.</p><p> </p><p>Complaint investigations are dealt with by dedicated teams and complaints are usually brought into investigation in strict date order. The time complaints wait to be allocated for investigation varies depending on the volume and complexity of cases on hand and the available investigative resource. Productivity within the ICE Office increased during the 2018-19 reporting year, with the Office clearing 1,246 complaints, compared to 955 during the 2017-18 reporting year.</p><p> </p><p>As at 11 July 2019, there were 488 complaints under investigation (allocated to an ICM), and 1,377 complaints were awaiting allocation to an ICM.</p>

star this property answer text <p>When an individual suffering from domestic abuse requests a split payment, we will make split payments available to them.</p><p> </p><p>Whilst DWP is not intending to introduce split payments by default, as a department we respond positively to requests for split payments, and can take other actions to support those experiencing abuse, such as making a managed payment of rent direct to landlords. We also ensure that claimants who disclose domestic abuse are signposted to specialist organisations for support. All work coaches undergo mandatory training regarding how to support vulnerable claimants, including recognising the signs of domestic abuse.</p><p> </p><p>We will continue to work closely with the Scottish Government to establish the practicalities of delivering split payments in Scotland.</p> more like this

This helps to assess any equality impacts of the change of location.</p><p>We anticipate that these formal discussions will take place approximately nine months in advance of any moves.</p><p>Merthyr Tydfil Ty Bethesda is a processing site with no direct face-to-face customer interaction and an impact assessment on the effect on customers as a result of the move is not required.</p> more like this

star this property answer text <p>We plan to move the back of house staff based in Merthyr Tydfil Ty Bethesda into the new office in Treforest between 2021 and 2023.</p><p> </p><p>Building work on the new Treforest site began in January 2019 and the building is currently on track and due for completion in the last quarter of 2020. There are plans for 444 car parking spaces, along with space for motorcycle and cycle storage at this site.</p><p> </p><p>The development of the South Wales Metro continues and discussions are ongoing between DWP and Transport for Wales around the relocation of Trefforest Estate station closer to the new office.</p><p> </p><p>Before any moves take place, staff will have the opportunity for a formal one-to-one discussion with their line managers about how the move will impact them. star this property answer text <p>We have not made an assessment of this nature, as any change in rent arrears is not solely attributed to Universal Credit. The initial analytical work we have carried out with a single housing provider suggests that many tenants are arriving on Universal Credit with pre-existing rent arrears, supporting by the research carried out by the National Federation of ALMOs which shows over three quarters of their tenants come onto Universal Credit with pre-existing rent arrears.</p><p>This initial analytical work also shows that arrears tend to increase prior to making a claim for Universal Credit, and that Universal Credit actually appears to be helping to clear arrears over time. We are currently extending this analysis to include a number of housing providers. It will be published when completed.</p><p>We have responded to concerns in this area by putting a number of safeguards in place – 100 per cent advances repayable over 12 months, increasing to 16 months in October 2021; a two-week Transition to Universal Credit Housing Payment; a new Help to Claim service; and Managed Payment to Landlord Arrangements, which allow for payments direct to the landlord if the tenant is likely to have difficulty in managing their rent payments, is unlikely to pay their rent or is in rent arrears equivalent to two months.</p><p>We are aware that for many who are self-employed, particularly those with seasonal businesses, earnings often fluctuate from month to month, and they need to budget and plan for this. Self-employed Universal Credit claimants are no different in this regard.</p>
