star this property answer text <p>The Strategic Road Network does not just impact on motorists but on other road users, especially cyclists. We want the road network to offer better provision for the needs of cyclists. This means, amongst other things, more segregated cycle-ways alongside trunk roads and safer junctions and crossings.</p><br /><p>Highways England has committed to provide a safer, integrated and more accessible strategic road network for cyclists and other vulnerable road users. Through our first Road Investment Strategy for Highways England, £100 million has been made available between 2015 and 2021 to improve the conditions for cycling alongside and crossing the Strategic Road Network. This will deliver improvements for cyclists at 200 locations on the network.</p> more like this

star this property answer text <p>Decisions on how best to provide for cyclists on local roads are matters for the local authority – not only do they have a duty to balance the needs of all road users when considering how to design and manage their road networks, but they also have a detailed understanding of their roads.</p><p> </p><p>Our guidance in Local Transport Note 2/08: Cycle Infrastructure Design is comprehensive and allows councils to design good, safe schemes within current legislation. It already includes most of the measures highlighted as good practice by, for example, the All Party Parliamentary Cycling Group, and British Cycling.</p><p> </p><p>Government promotes best practice through the Cycle Proofing Working Group; an advisory body to the Government on ‘cycle proofing’. star this property answer text <p>Sections 59 – 82 of the Highway Code cover “Rules for Cyclists” which includes sections on road junctions, roundabouts and crossing the road. In addition Annex 1 of the code “You and your bike” covers information and rules about you and using your bicycle on the road. There are no plans to publish a cycling specific excerpt of the Highway Code. To help cyclists further, the Department is providing £50 million over the next four years to support Bikeability cycle training in schools in England (outside London). This funding will help to increase children's road awareness, encourage active travel and improve future motorists’ empathy for more vulnerable road users.</p> more like this

star this property answer text <p>The Government is fully committed to creating a safe environment for all road users, and in particular vulnerable road users such as cyclists and pedestrians.</p><p> </p><p>In September we launched a cycle safety campaign targeting both cyclists and lorry drivers to raise awareness of the dangers of being alongside a lorry turning left. The campaign ran in London and Manchester – cities with the highest number of cyclist fatalities involving a lorry.</p><p> </p><p>We are also working on wider cyclist safety in other ways, including changes to vehicle design, mandatory training for HGV drivers and optional training for cyclists, including extending the Bikeability programme of cycle training. Bikeability provides trainees with riding skills suited to the road, but also explains the importance of obeying the Highway Code, the correct use of safety equipment, and sharing the road with other people.</p><p> </p> more like this

star this property answer text <p>The draft Cycling and Walking Investment Strategy was published on 27 March 2016 for public consultation and we hope to publish the final Strategy shortly. The Department’s guidance in <em>Local Transport Note 2/08: Cycle Infrastructure Design</em> is comprehensive and allows councils to design good, safe schemes that encourages cycling across all demographics. The Department will consider how to refresh this guidance to take account of the new facilities to encourage cycling introduced in the Traffic Signs Regulations and General Directions 2016.</p><p> </p><p>Furthermore, the Department is in the process of drafting an Accessibility Action Plan which seeks to address the barriers faced by disabled people in accessing public transport and the wider public realm. We have also begun the process of inviting proposals for a new programme of work to update our guidance on “Inclusive Mobility”. As part of this project we will also update our guidance on the use of tactile paving surfaces.</p><p> </p>

star this property answer text <p>The Government expects highway authorities to work towards high-quality, attractive and inclusive streets that work for people of all abilities.</p><p> </p><p>The Department’s Local Transport Note 2/08 is a guidance document for local authorities and already encourages local authority designers to keep in mind the needs of disabled persons. The provisions of The Public Service Equality Duty are binding on those bodies in the public sector who provide any service. star this property answer text <p>The Government’s statutory Cycling and Walking Investment Strategy (CWIS), published in April 2017, sets out a number of actions to increase the level of cycling, alongside £1.2 billion of funding that may be invested in cycling and walking in England over the period to 2021.</p><p> </p><p>Since the publication of the Strategy, the Department has identified additional funding for cycling and walking schemes, including around £77 million of support for schemes via the National Productivity Investment Fund. The Government also announced a new £1.7 billion Transforming Cities Fund in the Autumn Budget which will allow a number of cities to support projects aimed at improving local connectivity by boosting cycling and walking. The Department has commenced a major programme of technical support to help 44 local authorities in England develop their Local Cycling and Walking Infrastructure Plans (LCWIPs).</p><p> </p><p>The Government launched a call for evidence on how to improve safety for cycling and walking in March 2018 as part of the CWIS Safety Review. The Department for Transport is currently assessing over 13,000 responses and will publish its response in due course.</p>

star this property answer text <p>The Government supports various campaigns to encourage people to cycle more, including the Big Bike Revival programme delivered by Cycling UK, and local programmes delivered by local authorities under the Department’s £20 million per annum Access Fund. The effectiveness of these and other campaigns is considered in the first Cycling and Walking Investment Strategy Report to Parliament published in February 2020.</p><p> </p><p>The Government is committed to ensuring that every adult and child who wants it can be trained how to ride a bicycle safely. This builds on our manifesto commitment to offer Bikeability training to all schoolchildren. This year, the Department’s Bikeability funding has enabled 28 local authorities to offer adult cycle training, and £235,000 of it will go towards family cycle training. The Department has also provided £2 million to Transport for London to support adult cycle training in the capital, and its Access Fund has allowed 16 local authorities to provide adult cycle training in their areas.</p><p> </p><p>Decisions on future funding for campaigns and Bikeability will be a matter for the Spending Review in the autumn.</p>

star this property answer text <p>On 28 July the Prime Minister launched ambitious plans to boost cycling and walking, with the aim that half of all journeys in towns and cities are cycled or walked by 2030. This includes a £2 billion package of funding for active travel over the next 5 years, which is the largest ever boost for cycling and walking, and will deliver transformational change. The plan includes a number of commitments which will provide support for adults to take up cycling including the roll-out of segregated cycle lanes in towns and cities and offering cycle training to everyone who wants to undertake it, whether free or at a nominal charge.</p><p> </p><p>This support for adult cycling builds on the refreshed Cycle to Work Scheme Guidance published in 2019 which made it easier for employers to provide bicycles and equipment including e-bikes and adapted bikes worth over £1,000. The Department has also made funding available in the current financial year for adult cycle training, through both the Bikeability scheme and the Access Fund, and has paid £2m to Transport for London to allow cycle training to be delivered to adults in the capital.</p>

star this property answer text <p>The Department has no plans to change national speed limits.</p><p> </p><p>Local traffic authorities are responsible for setting speed limits on local roads and for targeting their funding on measures that are most effective in ensuring that their roads become safer. To assist with this, the Department published guidance to local highway authorities on setting speed limits in 2013, and furthermore last year published an evaluation into the effectiveness of 20mph speed limits. The 2016 update to the TSRGD (Traffic Signs Regulations and General Directions) also made significant changes to facilitate and reduce the cost of providing 20 mph zones in England, allowing traffic authorities to place repeater speed signs and/or speed roundel road markings as well as traffic calming features.</p><p> </p><p>In April 2017 the Government published its first statutory Cycling and Walking Investment Strategy, setting out its ambition to make cycling and walking the natural choice for shorter journeys. And in July 2019, the Government published the Road Safety Statement 2019: a lifetime of road safety. This includes a two-year action plan to address a range of road safety issues which will improve safety for cyclists.</p><p> </p><p> </p>

star this property answer text <p>The focus of Road Traffic Forecasts 2018 (RTF18) was to forecast road traffic by motorised modes and does not include forecasts of cycling traffic.</p><p> </p><p>To produce the forecasts, the National Transport Model (NTM) does takes account of the travel choice between walking, cycling, rail and bus as well as car. However, the NTM is not designed to forecast cycling levels, which will be influenced by a range of factors not included in the model.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The Department has a dedicated model which has been designed to account for the specific factors which influence cycling. We plan to include a forecast of cycling demand using this model in an upcoming call for engagement document to be published as part of the Department’s work to develop a transport decarbonisation plan.</p><p> </p><p>In relation to the proportion changes in miles cycled, the Department produces estimates of actual volumes of cycle traffic in Great Britain, the latest estimates for which are 2018. star this property answer text <p>The Government has recently strengthened the National Planning Policy Framework to support the take-up of cycling and walking within local development plans.</p><p>The Department for Transport is currently updating existing guidance set out in Local Transport Note 2/08 to ensure that streets are better designed to lower barriers for people choosing to cycle.</p><p>The Department has also revised the Traffic Signs Regulations and General Directions to enable the use of many innovative cycling measures, such as low-level cycle signals, a new parallel crossing for pedestrians and cyclists, and new ways of signing cycling and walking routes.</p> more like this

star this property answer text <p>The Government is investing more than £3 billion into active travel up to 2025 from a wide range of transport and local growth funding streams. The funding is supporting new and upgraded cycle routes and other active travel infrastructure across England. On 6 February, the Government announced a new £200 million fund to improve walking and cycling routes. Successful schemes for this funding will be announced shortly.</p><p>Active Travel England is working closely with local authorities to ensure that walking, wheeling and cycling schemes comply with national design guidelines, including with regards to safety and accessibility, which is a condition of Government funding for these active travel schemes.</p> more like this

On this particular target, the report noted that although there had been a significant increase of around 45% in the number of stages cycled between 2013 and 2020, further increases were required. star this property answer text <p>I met with the Secretary of State for Health and Social Care and the Chief Medical Officer in May, alongside the CEO of Active Travel England, to discuss how the departments can work together in promoting active travel and realise its health benefits. The departments will continue to work together on a number of projects to support this shared goal.</p><p> </p><p>The Department for Transport has already announced £13.9 million of funding for 11 Active Travel Social Prescribing pilots in local authorities across England. These pilots are being managed by Active Travel England and will provide a range of non-clinical services to enable active travel, including cycle libraries and cycle loans.</p> more like this

Additionally, from 2013-15 the Department for Transport (DfT) provided £17million to benefit rural areas by improving cycling infrastructure in and around national parks. star this property answer text <p>Leaving a vehicle and checking for oncoming cyclists, pedestrians and other traffic before opening the door is already part of the DVSA's National Standards for driving. Rule 239 of the Highway Code states: ‘You MUST ensure you do not hit anyone when you open your door. Check for cyclists or other traffic’. It is safer for your passengers (especially children) to get out of the vehicle on the side next to the kerb’.</p><p> </p><p>Under the Cycle Safety Review announced in September, the Department will be considering a number of cycle safety issues, but for obvious reasons it would be inappropriate to pre-empt the outcome of the review.</p><p> </p> more like this

The Government’s first ever statutory Cycling and Walking Investment Strategy, published in April 2017, sets out the £1.2 billion of funding that is available to support cycling and walking over the period to 2021. Since its publication, the Government has announced further support for cycling and walking infrastructure, including around £77 million of schemes funded through the National Productivity Investment Fund, and the potential for significant investment through the new £1.7 billion Transforming Cities Fund. Many of the funding decisions are for local authorities, and the Department is helping them to produce Local Cycling and Walking Infrastructure Plans which will help make the case for investment in their own areas.</p> more like this

star this property answer text <p>In April 2017 the Government published the first ever statutory Cycling and Walking Investment Strategy (CWIS) for England. The CWIS details the Government’s plans for increasing cycling and walking, and identifies £1.2 billion of funding which may be invested until 2021.</p><p> </p><p>Since the publication of the Strategy, the Department has identified additional funding for cycling and walking schemes, including around £77 million of support for schemes via the National Productivity Investment Fund. The Government also announced a new £1.7 billion Transforming Cities Fund in the Autumn Budget which will allow a number of cities to support projects aimed at improving local connectivity, which could include by boosting cycling and walking. The Department has recently announced a further £4m of funding for the cycle rail programme to improve cycle storage facilities at railway stations, and has commenced a major programme of technical support to help 44 local authorities in England to develop their Local Cycling and Walking Infrastructure Plans (LCWIPs).</p><p> </p><p>The Department also announced a Cycle Safety Review in September 2017, which will consider ways of making the roads safer for cyclists and pedestrians, and so help encourage confidence in cycling. Further details of the Review will be announced shortly.</p>

star this property answer text <p>The Department does not collect data on the cause of road accidents, or on potholes in road accidents specifically.</p><p> </p><p>Contributory factors assigned by police officers do not assign blame for the accident to any specific road user, however they do provide some insight into why and how road accidents occur. They give an indication of which factors the attending officer thought contributed to the accident. Officers do not need to carry out a full investigation of the incident before allocating contributory factors; they usually use professional judgement about what they can see at the scene.</p><p> </p><p>For each year where contributory factors data is available (2005 to 2017), the number of reported pedal cyclist fatalities in England where a contributory factor of ‘poor or defective road surface’ was reported in the accident is provided in the table. A total of 72 per cent of accidents reported to the police in 2017 in Great Britain met these criteria</p><p> </p><p>Advice about potholes is available to local highway authorities through the UK Roads Liaison Group Code of Practice, “Well Managed Highway Infrastructure”. This Code provides guidance to highway authorities on maintaining and managing their highways for all road users.</p><p> </p><p>The Code refers to other advice, including the Pothole Review report published in 2012, which provides guidance on areas including preventative maintenance and delivering “right first time” pothole repairs. This Report was endorsed by a number of organisations, including the Cyclists’ Touring Club, now Cycling UK and refers to the needs of cyclists when considering maintenance requirements. The Review report recommends that authorities consider the guidance provided in the ADEPT report, “Potholes and Repair Techniques for Local Highways” and adopt as appropriate to their local circumstances using a risk based approach which should take account of the need of cyclists.</p>

star this property answer text <p>The Government’s plans to promote cycling and walking are set out in the statutory Cycling and Walking Investment Strategy, published in April 2017. The Strategy’s ambition is to make cycling and walking the natural choice for shorter journeys, or as part of a longer journey. The Strategy includes a commitment to monitor the uptake of cycling by age, gender, ethnicity and mobility.</p><p> </p><p>The Department recognises that the take-up of cycling is lower among some groups than others, as shown by the 2017 walking and cycling statistics for England, published in a fact sheet on 30 August 2018. For some under-represented groups, concerns about safety are a major barrier to taking up cycling. The Department announced on 18 October that it will be reviewing those elements of the Highway Code that relate to cycling and walking. It will also publish later this year its full response to the Cycling and Walking Investment Strategy safety review, which will include further measures to make cycling safer and hence more attractive to those who are not regular cyclists.</p><p> </p><p>The Department has also provided funding for initiatives including Cycling UK’s Big Bike Revival campaign which has helped to promote cycling among under-represented groups, and to make it a safe, easy and affordable travel option for all.</p>

star this property answer text <p>We have no plans to make cyclists carry photographic or other forms of identification. The police already have sufficient powers if they are unsure of a person’s identity. There are other users of the highway, for instance pedestrians and horse riders who are also not required to carry personal identification, or have other forms of identification, e.g. registration numbers displayed.</p><p> </p><p>The Police and Criminal Evidence Act 1984 sets out the general powers available to the police, including in circumstances when an individual’s identity needs to be established, or when false identity information has been provided. Similarly, powers exist under Section 168 of the Road Traffic Act 1988, where the person is suspected of having committed an offence under Sections 28 (Dangerous Cycling) and 29 (Careless Cycling) of the same Act. The application of any such powers is an operational matter for the police.</p><p> </p> more like this

Anyone not doing so is at risk of a penalty, fine or imprisonment. Enforcement is a matter for individual police forces. The Government also promotes road safety, including encouraging safe cycling, through its Think! campaigns. The Government continues to keep road safety and road traffic offences under review to ensure that the current legislative framework is adequate.</p> more like this

star this property answer text <p>The National Health Service Litigation Authority (NHS LA) has provided the following data.</p><p> </p><p>In the five financial years 2010/11 to 2014/15, the NHS received a total of 51,369 new clinical negligence claims. Many of these were resolved without the commencement of legal proceedings.</p><p> </p><p>This figure relates to England only and does not include claims dealt with by insurers or Medical Defence Organisations, which between them handle the vast majority of claims involving private treatment and general practitioners.</p><p> </p><p>Data on the payment of damages within six months of a trial date is not held.</p><p> </p> more like this

The most recent data, for 2021, are available here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1118166/fixed-penalty-notices-and-other-motoring-offences-statistics-police-powers-and-procedures-year-ending-31-december-2021.ods</p><p>The Home Office collects data through a national fixed penalty processing system (PentiP), which includes some information on offences of pedal cyclists breaching road traffic collections. However, these data are not routinely published within the motoring offences statistics and are therefore not quality assured. Additionally, data are not collected on whether there were near misses or injuries sustained during an incident.</p><p>The Home Office has also been informed by the Department for Transport that they do not hold data regarding either part of the question.</p>
