Friend the Member for Runnymead and Weybridge (Mr Hammond) made clear in his statement of 3 October, the UK deplores Israel’s decision to advance plans for settlement units in Givat Hamatos. Along with a number of EU counterparts, and the European External Action Service, he urged the Israeli authorities to reverse this decision. Discussions are continuing in Brussels on how the EU can best discourage settlement expansion including in Givat Hamatos, E1 and Har Homa, and plans to relocate Bedouin from E1. The UK is working closely with other Member States to that end.</p> more like this

star this property answer text <p>As EU Foreign Ministers made clear at the Foreign Affairs Council on 15 August, the EU stands ready to contribute to a sustainable ceasefire, which must address Israel’s legitimate security concerns, and ease access restrictions to allow Gaza’s economy to grow. The UK will work closely with other EU states to develop options for EU support for a sustainable ceasefire, including by supporting a possible international mechanism endorsed by the UNSC, and through the reactivation and possible extension in scope and mandate of its CSDP missions on the ground.</p> more like this

star this property answer text <p>I raised the issue of Gaza with the Israeli Justice Minister, the Intelligence Minister and the Deputy Foreign Minister on 6 October during my visit to Israel and the Occupied Palestinian Territories from 6-8 October. Our Ambassador to Tel Aviv has also raised this issue with senior officials in the Israeli Prime Minister’s Office and National Security Council on 7 and 8 Sept.</p><p>Israeli restrictions on the movements of goods and people do tremendous damage to the economy and living standards of ordinary people in Gaza and only serve to strengthen, not weaken, Hamas.</p><p>UK Ministers and senior officials have consistently urged Israel to further ease its restrictions on Gaza. An improved economy is not only essential to ease the suffering of the people, including the children, of Gaza, but firmly in Israel’s security interests.</p><p> </p> more like this

star this property answer text <p>It is deeply tragic that so many UNRWA personnel were killed in the recent escalation in violence in Gaza. There must be meaningful investigations into possible violations of international human rights law and international humanitarian law by all sides, including those committed by Hamas and other militant groups. We are calling on both sides to cooperate with the Commission of Inquiry set up by the UN Human Rights Council, which must itself be independent and balanced in its approach.</p> more like this

star this property answer text <p>The Government has worked hard with our international partners to help bring about a sustainable ceasefire – and we warmly welcome the agreement reached in Cairo for a ceasefire. We pay tribute to the Government of Egypt for their work in securing this important step and we continue to monitor the situation closely.</p><p>The ceasefire provides the space for reaching a comprehensive agreement that tackles the underlying causes of the conflict. We are urging the parties to now quickly resume negotiations to that end.</p><p>The UK will do all it can in the UN to support efforts to create a ceasefire which is sustainable and durable. We are currently working on a UNSCR in New York to that end.</p> more like this

star this property answer text <p>The UK is working closely with the US, European and regional partners on Gaza to support Egyptian efforts to secure a negotiated settlement that includes the opening up of legitimate movement and access in and out of Gaza. The United Nations Security Council has an important role to play in supporting Egyptian efforts. That is why the UK, France and Germany have worked closely on elements for a Security Council Resolution. Discussions continue in New York to take this work forward.</p> more like this

This paper will include options for a potential EU role in monitoring and verification, and the possibility of reactivating and perhaps expanding the mandate of EUBAM Rafah.
