I fully support his call on 10 July for both sides to show maximum restraint. On 12 July the UK joined the rest of the Security Council in calling for a restoration of calm and a return to the November 2012 ceasefire. 	answer	answer is ministerial correction date of answer 18/07/2014 answer text <p>The Foreign and Commonwealth Office entered a two year pay freeze with effect from 1 April 2011. Senior Civil Servants (SMS officers) pay was also frozen in 2010. During the pay freeze, the only staff who received pay increases were those whose salary was less than £21,000 who received a pay increase of at least £250 depending on their performance, in line with HM Treasury public sector pay policy. The FCO emerged from the pay freeze in 2013.</p><p>In 2013 and 2014, staff who performed their role to the required standards received an average 1% salary increase. We continue to remind the Afghan Government of its duty to abide by its national and international commitments, and to respect the freedom of worship as enshrined in the Afghan Constitution. We use a variety of activities within Afghanistan to promote freedom of religion, including supporting human rights awareness training. We are concerned at restrictions on political freedoms, including freedom of expression and association, and the trials of journalists. We are also concerned at reports of the absence of a fair hearing in some recent trials. The UK encourages the Egyptian Government to implement the rights enshrined in Egypt’s constitution.</p><p>Prosperity will also be important for Egypt’s long-term stability. We welcome Egyptian Government starting to implement economic reforms. Friend the member for Runnymede and Weybridge (Mr Hammond) has yet to have direct discussions with the Libyan Foreign Minister. However, through our Embassy in Tripoli, we remain in direct contact with the Libyan Government at the highest levels. We share their concern at the attacks in and around Tripoli International Airport, and condemn all actions which put lives in danger whether in the East or West of the country. We are deeply concerned at the attacks in and around Tripoli International Airport, and condemn actions which put lives in danger whether in the East or West of the country.</p><p>We support the Libyan Government’s call for a ceasefire and urgent dialogue. Violence and the threat of violence are unacceptable, and should not be used to pursue political goals. We call for an immediate de-escalation and restoration of the November 2012 ceasefire, to avoid further civilian injuries and the loss of innocent life.</p><p>The United Kingdom does not believe that imposing a blanket arms embargo on Israel would promote progress in the Middle East Peace Process. All countries, including Israel, have a legitimate right to self-defence, and the right to defend its citizens from attack. In doing so, it is vital that all actions are proportionate, in line with International Humanitarian Law, and are calibrated to avoid civilian casualties.</p><p>Export licence applications to all countries continue to be considered on a case by case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking into account the circumstances prevailing at the time of application. In view of the situation in Gaza, we are keeping all licence applications under review to ensure that all our decisions remain consistent with our human rights commitments and all applicable criteria.
