star this property answer text <p>The Armed Forces Covenant has been in place since May 2011 and sets out the relationship between the nation, the Government and the Armed Forces. The covenant is a written and publicised voluntary pledge from businesses and other organisations who wish to demonstrate their support for the armed forces community.</p><p> </p><p>The covenant can be signed by a business or other organisation of any size, and from any industry whether they are an employer of a member of the armed forces community or simply wish to acknowledge publically their support for the armed forces.</p><p> </p><p>The Department for Work and Pensions (DWP) National Employer and Partnership Team (NEPT) actively promote the Armed Forces Covenant to those employers and partner organisations they work with. This has been adopted into routine business to ensure that those new to DWP’s employer portfolio are aware of the opportunity and benefits of support to the Armed Forces community.</p><p> </p><p>Every Jobcentre Plus District has an Armed Forced Champion (AFC) who is key to delivering our commitments under the covenant. The AFC will ensure that any concerns and issues raised which affect Service Personnel and their families are integrated within the wider work of Jobcentre Plus. AFCs ensure Work Coaches and other DWP staff can effectively support serving personnel, service leavers, veterans and their families.</p><p> </p><p>In addition to the local activity in Jobcentres to support veterans our National Employer and Partnership Team (NEPT) also work closely with the Ministry of Defence to align engagement activity in support of the veteran’s strategy. In particular NEPT work closely with the MOD Careers Transition Partnership (CTP) and the Defence Relationship Management (DRM) team to encourage large employers, trade body associations and partner organisations to provide practical support to the Armed Forces Covenant, particularly the employment of veterans.</p>

star this property answer text <p>DWP Ministers and officials regularly meet with organisations representing members of the armed forces community, including veterans. Many of the veterans’ organisations work directly with the Jobcentre network to offer a range of specialist advice and help to veterans and family members who are in receipt of benefits. Those leaving the services are able to receive support to secure employment in a number of ways, including through the Career Transition Partnership (CTP). (The CTP can provide resettlement support, career transition advice and training opportunities.) DWP also gives veterans early voluntary entry to the Health and Work Programme if they wish.</p><p> </p><p>Veterans generally do well in securing employment once they have left the forces. Working age UK Armed Forces veterans residing in Great Britain were as likely to be employed (79% for both groups) as the comparable non-veteran population. <em>(Source - Annual Population Survey: UK Armed Forces veterans residing in Great Britain 2017.)</em> And 84% of the 2017/18 UK regular service leavers who used CTP services and reported their employment outcomes were employed within six months of leaving the Service. <em>(Source: Career Transition Partnership Annual Statistic: UK Regular Service personnel Employment 1 April 2013 to 31 March 2019.) </em></p><p> </p><p>DWP has traditionally collected some information on claims from veterans through our Labour Market System. As veterans claiming benefits increasingly receive Universal Credit rather than legacy benefits, we are looking to see what opportunities might be available to better identify and record veterans to help ensure they get the appropriate tailored help and support they need.</p>

star this property answer text <p>The Department remains committed to the Armed Forces Covenant and will do what is necessary to help and support members of the Armed Forces Community to transition to civilian life.</p><p> </p><p>We have recently introduced our new model for Armed Forces Champions which comprises 50 Armed Forces Champions working alongside 11 Group Leads at managerial level.</p><p> </p><p>It means for the first time that there is at least one Armed Forces Champion in each Jobcentre Plus District and resources in the new network are targeted where there are particularly high levels of demand, for example in garrison towns, and here the Armed Forces work will form a significant part of that done in individual Jobcentres.</p><p> </p><p>In addition to the Armed Forces Champions roles, all 27,000 DWP Work Coaches are trained to provide veterans and others with the help and support they need.</p><p> </p><p>We have also recently introduced an Armed Forces “identifier” on to the Universal Credit system, giving customers the opportunity to tell us whether they are a veteran or currently serving. This will help us ensure that veterans and serving personnel receive any additional support they need.</p><p> </p><p>We have a range of other support arrangements in place for members of the Armed Forces community. For example, veterans are given early voluntary entry to the Work and Health Programme.</p><p> </p><p>We also work alongside the Career Transition Partnership, whose resettlement provision helps personnel leaving the Armed Forces prepare for entering the civilian job market and to make a successful transition to employment. The outcomes are good; 84% of veterans are employed within 6 months of discharge. These rates compare very favourably with the wider population, where 76% are in employment.</p><p> </p><p>The Government’s preferred method is to look at employment outcomes from within 6 months of discharge as those collected earlier are likely to provide unfair reflections on “unplanned exits” who are only able to receive minimal employment support prior to leaving service.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>
