	answer	answer is ministerial correction date of answer 03/04/2014 answer text <p>The 70<sup>th</sup> Anniversary D-Day commemorative events in Portsmouth are being organised by Portsmouth City Council, and the military is supporting the event as requested. Similarly, the Services are supporting events planned by the Normandy Veterans Association (NVA). The Department is unable to predict the numbers who may be present at any of these events and has received no requests to facilitate attendance.</p><p> </p><p>The Ministry of Defence was made aware of Portsmouth City Council's planned events in April 2013. We were informed about the majority of NVA events in February 2013, and the National Memorial Arboretum event in November 2013. 	answer	answer is ministerial correction date of answer 26/11/2018 answer text <p>The Government is committed to a diverse market of prison operators and competition for custodial services remains an important way of achieving that and driving quality of operations and innovation across the system. Her Majesty’s Prison and Probation Service will not be bidding in the competition to operate the new prisons at Wellingborough and Glen Parva but will instead provide a ‘public sector benchmark’, against which against which potential operators’ bids can be assessed. It is right that the prison service focuses on getting the basics right in prisons, however where bids do not meet sufficient quality or value for money thresholds it will act as the provider.</p><p> </p><p>HMPPS will soon launch a competition to establish a framework of prison operators, from which the operator for the new prison at Wellingborough and potentially further prisons will be selected. This process will enable us to undertake rigorous financial and operational assessment of bids put forward by any existing or potential operator to ensure they are of sufficient quality, value and affordability.</p><p> </p><p>As set out on the 26 June at the Justice Select Committee and in the 2017 manifesto, we remain committed to building up to 10,000 modern and decent prison places. 	question text	To ask the Chancellor of the Exchequer, what recent assessment he has made of the potential merits of negotiating an ATA Carnet waiver for UK musicians wanting to tour in the EU.

	answer	answer is ministerial correction date of answer 20/07/2023 answer text <p>ATA Carnets are not a requirement for anyone temporarily importing goods between the UK and EU. They are an optional facilitation which allow goods to be imported temporarily without the normal customs formalities (i.e. customs declarations) and import duty being paid. They allow a single document to be used for multiple countries’ customs controls.</p><p>The use of an ATA Carnet is subject to an issuing fee and a requirement to provide a security. It is therefore a commercial decision for businesses and individuals whether a Carnet is the most suitable option for temporarily moving their goods. The Government is not currently having any discussions with the EU to negotiate a waiver of ATA Carnets for creative artists.</p><p>An alternative option to an ATA Carnet is the Temporary Admission (TA) procedure. The UK and EU both operate a similar TA procedure which allows goods to be imported temporarily with relief from customs duty and import VAT, subject to certain conditions being met.
