	answer	answer is ministerial correction date of answer 01/09/2014 answer text <p>The Government recognises that online sources of energy usage information can be useful but does not believe that these can substitute for in-home displays in delivering the benefits of smart meters.</p><p>In home displays allow consumers and their family members to see immediately their current and historic energy use and its cost in near-real time and do not rely on consumers having internet access or smart phones. Current evidence shows higher energy savings from those with a smart meter and IHD compared to those with a smart meter only.</p><p>Energy suppliers are free to offer additional means for their customers to engage with their energy usage, which may be available online and offer different forms of analysis to the IHD. During this Parliament the Government has taken action to make the UK a more attractive location to run a business including reducing corporation tax so that it will reach 20% next year – the lowest in the G20 - and investing in skills, science and infrastructure. That is why, in response to the withdrawal of banking services from the Money Service Business sector we set up an Action Group on Cross Border Remittances to address this issue. The group is monitoring changes to the market, has developed guidance for MSBs and banks and is promoting a shared understanding of risk. The Government has taken a number of steps to achieve this, including:</p><p> </p><p> </p><p> </p><ul><li><p>Creating a new Payments Systems Regulator (PSR), which will ensure that smaller banks and alternative providers of finance – including FinTechs – can access payment systems in a fair and transparent way, and thereby contributing to a fairer and more competitive payments industry. This follows Treasury guidance for policy appraisal and is aimed at providing future cost and benefit information in a way that is most meaningful for decision making.</p><p>The cost figures in the Major Project Authority’s report are expressed in nominal terms and are not discounted to present value terms. 	answer	answer is ministerial correction date of answer 08/09/2015 answer text <p>Our central estimate of energy savings to domestic consumers as a result of smart metering is 2.8% for electricity every year in comparison to what consumption would have been in that year without smart meters (prepayment and credit) and 2% for gas (credit) and 0.5% for gas (prepayment). The energy savings assumptions are conservative in comparison to international evidence.</p><p>In March 2015 DECC published research on the effects of the early rollout of smart meters – The Early Learning Project:</p><p><a href="https://www.gov.uk/government/publications/smart-metering-early-learning-project-and-small-scale-behaviour-trials" target="_blank">https://www.gov.uk/government/publications/smart-metering-early-learning-project-and-small-scale-behaviour-trials</a>.</p><p>The Early Learning Projects findings around levels of energy consumption reduction are that DECC’s steady-state projections for the main roll-out fall within the confidence intervals of the energy consumption reductions observed in the research for both gas and electricity. 	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p>The £200 million Forces Help to Buy scheme commenced on 1 April 2014, meaning that Servicemen and women can now borrow up to 50% of their salary, up to a maximum of £25,000, interest-free, providing a boost to those needing to find a deposit to buy their own home.</p><p> </p><p>To assist the transition of serving personnel to civilian life, the MOD offers a wide-ranging resettlement programme which includes a briefing by the Joint Services Housing Advice Office. This offers advice and information about a range of topics that armed forces personnel may find useful relating to an individual's housing needs before they leave the armed forces.</p><p> </p><p>Once a person leaves service, any need for social housing becomes a local authority matter. The MOD is working closely with the Department for Communities and Local Government to ensure the fair treatment of service families in need of social housing and ensure they are given proper priority on housing waiting lists.</p><p> </p><p>The Government recognises that there is more that can be done to provide practical support to our veterans and their families in this area. In February I announced LIBOR funding of £40 million to support charities which assist veterans with housing needs in order to build new homes, buy new accommodation and renovate old facilities. 	answer	answer is ministerial correction date of answer 18/03/2015 answer text <p>As Robert Goodwill informed the House in a written answer on 10 February 2015 [223954], between 2010 and 2014 the real cost of motoring, including the purchase of a vehicle, decreased by 5%. The Government has contributed to this in a number of ways. The Chancellor of the Exchequer confirmed in the 2014 Budget that Fuel Duty would be frozen to the end of this Parliament. The maximum MoT test fee has also been frozen for the duration of this Parliament. Last October, I announced that we would be reducing driving licence fees by up to 32% and that theory test fees would drop by 25%.</p><p> </p><p>In addition, various measures have been taken to reduce and simplify motorists’ paperwork, including abolishing the paper tax disc which should save businesses around £8m per year and motorists £5m per year; removing the insurance check at vehicle relicensing which should save motorists around £1m per year; and removing the requirement to make annual Statutory Off Road Notifications, with savings for private motorists estimated to be nearly £6m per year.</p><p> </p><p>By investing in the road network, including allocating around £1billion more for local roads maintenance, including on potholes, in this Parliament compared to the previous one and a further £6 billion of funding announced in December 2014, the Government has helped to make journeys smoother, safer and more reliable, saving motorists time and wear and tear on their vehicles.</p><p> </p><p> </p> answering member constituency Devizes answering member printed Claire Perry question first answered 18/03/2015 11:28:57 answering member 3974 label Biography information for Claire Perry
