star this property answer text <p>The Department for Exiting the European Union was set up as a time limited department and as such the majority of staff are employed on 2-year fixed term contracts or are loaned from other Government Departments on a similar basis. The increase in numbers of leavers towards the end of 2018 and beginning of 2019 is mainly due to planned leavers moving to other government departments following the end of their pre-set loan agreement or job rotation, or have left the civil service following the end of their 2-year fixed-term appointment. star this property answer text <p>The Government is committed to having a future relationship in place with the EU by the end of December 2020. However, even if the full future relationship is not in place by the end of the implementation period, the Government’s objective is to ensure that the backstop is replaced by alternative arrangements. Both the Withdrawal Agreement and the Political Declaration emphasised the shared determination of the UK and the EU to replace the backstop with an agreement on alternative arrangements.</p><p>In anticipation, the Government intends to establish three domestic advisory groups: an expert group on trade and customs, a business and trade union group, and a parliamentary group. These groups will engage widely, including with the institutions established under the Belfast Agreement, to ensure the UK’s input is informed by a broad and inclusive range of voices domestically. Amongst other facilitations, the groups will consider work drawing on cutting-edge technological solutions designed to streamline and modernise border controls and support engagement with customs and regulatory processes.</p><p> </p>

The Department has an attendance management policy, and Employee Assistance Programme and a dedicated mental health and wellbeing network who have been leading on a number of wellbeing activities across the Department to improve the physical and mental wellbeing of staff employed in the Department.</p><p>We are not in a position to release this data as individuals may be identifiable due to fewer than 10 individuals being absent in the last 12 months due to stress. The total cost to the Department of all recorded sickness absence in the last financial year was approximately £72k based on the estimated cost of working days lost.</p> more like this

In addition, the government has made a commitment not to reduce the standards of workers’ rights from EU laws retained in UK law and will ensure that new legislation changing those laws will be assessed as to whether they uphold this commitment. To deliver the Department’s objectives DExEU works closely with the Cabinet Office and other departments.</p><p>Since the creation of the Department (a) 23 officials have been transferred out from DExEU to the Cabinet Office and (b) 52 officials have been transferred into DExEU (35 from the Cabinet Office and 17 from the FCO). star this property answer text <p>Under the terms of the draft Withdrawal Agreement, the Commission will continue its current role enforcing EU State aid and competition rules in the UK during the implementation period.</p><p>Thereafter, in the event of the backstop entering into force the Competition and Markets Authority (CMA) would be responsible for enforcing competition rules and assessing mergers in the UK.</p><p>The CMA would also be responsible for regulating State aid in the UK, with the exception of measures affecting trade in goods between Northern Ireland and the EU, which the Commission would continue to regulate. The CMA would be required to consult the Commission on draft State aid decisions, but crucially the Commission’s opinion would not be binding on the CMA.</p><p> </p> more like this

Clearly this involves some travel for those staff engaged in negotiations, occasionally at short notice. star this property answer text <p>The Government values international exchanges and collaboration in education and training. Future cooperation on education was discussed in the context of negotiations on the Political Declaration, where the UK and the EU agreed to establish terms and conditions for potential UK participation in EU programmes.</p><p>The next generation of EU programmes are currently under negotiation in the EU. The Government will make decisions on whether to participate in specific programmes in light of these negotiations and wider UK priorities.</p><p>Under the terms of the proposed Withdrawal Agreement, UK entities' right to participate in EU programmes during the current Multiannual Financial Framework period, such as Erasmus+, will be unaffected by the UK's withdrawal from the EU for the lifetime of those projects financed by the current Multiannual Financial Framework.</p><p>The Secretary of State regularly discusses EU Exit issues, including future UK participation in EU programmes, with Cabinet colleagues, and the Government is engaging closely with the HE sector and taking action to provide greater certainty.</p><p> </p>
