UK personnel have already made a key contribution to building the capacity of Iraqi security forces by training over 14,200 troops in countering improvised explosive devices, medical and infantry skills. The additional trainers that my right hon. Friend the Secretary of State for Defence announced on 30 June (HCWS50) will help train further Iraqi forces to assist them in consolidating their recent gains in Anbar province.</p> more like this

star this property answer text <p>The use of the P-8 Poseidon Maritime Patrol Aircraft in the US is predominantly limited to those personnel embedded with the US Navy as part of the Seedcorn Initiative. The Seedcorn programme in the US on P8 aircraft started in 2012 with 20 personnel involved and has remained at 20 for each subsequent year (allowing for minor fluctuations during transitory periods).</p><p> </p><p>Outside of the Seedcorn Initiative, the total number of RAF personnel embedded with US forces over the past six years is as follows:</p><p> </p><p>2010 - 52</p><p>2011 - 52</p><p>2012 - 48</p><p>2013 - 49</p><p>2014 - 46</p><p>2015 - 47</p><p>2016 – 46</p><p> </p><p>Once personnel are embedded with another nation the RAF retains no command relationship with those personnel. Therefore, information on training exercises undertaken is not held.</p><p> </p><p>With respect to operational deployments, I refer the hon. Member to the written ministerial statement made by the Defence Secretary on 17 December 2015: (Official Report, column 98WS) where he provided data on the UK Service personnel embedded in other nations' armed forces and deployed on or in support of operations. This will be updated in the next Ministry of Defence Annual Report and Accounts. Information specific to RAF personnel is not held centrally and could be provided only at disproportionate cost.</p><p> </p><p>Information on whether any of these deployments involved the P-8 aircraft is not available. However, I am able to confirm that one of the US embed posts does involve flying the P-8A outside of the Seedcorn Initiative.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

Member to the answer given by my noble Friend, the Minister of State for Defence, the Rt Hon Earl Howe, to the noble Lady, Baroness Jolly, in the House of Lords to Question HL3606.</p><p>In Afghanistan, the Ex-Gratia Redundancy Scheme offers nearly 500 eligible local staff, including interpreters, the opportunity to apply for relocation to the UK. More than 200 have already been granted visas and have moved to the UK with their immediate families. Friend, the Chancellor of the Exchequer announced at the 2014 Autumn Statement an extra £650 million of support for 2015-16 bills, bringing the total support of 2013 and 2014 Autumn Statement polices to £1.4 billion. This help includes:</p><p> </p><ul><li>doubling small business rate relief for a further year. In England, this means an estimated 400,000 properties will pay no rates at all, while a further 200,000 properties will benefit from tapered relief;</li></ul><p> </p><p> </p><p> </p><ul><li>a 2% cap on the increase of the small business rates multiplier. This is a continuation of the 2% cap introduced in 2014-15 as part of Autumn Statement 2013 measures;</li></ul><p> </p><p> </p><p> </p><ul><li>increasing the temporary discount for shops, pubs and restaurants with rateable values below £50,000 from £1,000 to £1,500 for 2015-16, benefitting an estimated 200,000 properties in England; and</li></ul><p> </p><p> </p><p> </p><ul><li>extending the existing transitional relief scheme for two years for properties with a rateable value up to and including £50,000.</li></ul><p> </p><p>These measures are in addition to previous Autumn Statement measures that continue into 2015-16, including:</p><p> </p><ul><li>a 50 per cent discount for 18 months to new occupants of vacant shops;</li></ul><p> </p><p> </p><p> </p><ul><li>allowing businesses to keep their small business rate relief for a year where they take on an additional property;</li></ul><p> </p><p> </p><p> </p><ul><li>business rates relief for empty new builds; and</li></ul><p> </p><p> </p><p> </p><ul><li>allowing businesses to pay their business rate bills over 12 months, in order to assist with their cash flow.</li></ul><p> </p><p>Central Government also now funds 50% of any local discount granted.</p><p>Table 1 (attached) shows the estimated number of properties in 2015-16 within the Herefordshire Council boundary that will benefit from business rates measures extended in this year’s autumn statement. Table 2 (attached) presents this information for England as a whole.</p><p> </p><p> </p>

star this property answer text <p>The information requested is provided in the attached table (1). The “contractually committed” figures are up to 30 September 2014. All contractually committed funding has had match funding identified, so no separate figures are shown for this.</p><p>Across the programme, an average of 100% of the programme is now contractually committed. All spending of taxpayers’ money must ensure value for money; and money should not be spent on poor quality projects just for the sake of it. Spending must also comply with complex and bureaucratic EU rules, or else risk “financial corrections” down the line.</p><p>Where the contractually committed figure is slightly less than the total allocation, this reflects the restrictive, bureaucratic rules associated with the whole programme, and the lack of flexibility in the rules.</p><p>To place this in context, I attach with this answer a table (2) showing the allocations in the 2000-06 programme under the last Labour Government: only 93% of the allocation was ever committed, leaving £392 million of uncommitted resources; of which £48 million was uncommitted in the West Midlands Objective 2 area, £64 million uncommitted in the North West Objective 2 area, and £38 million uncommitted in the Yorkshire and the Humber Objective 2 area.</p><p>In this context, despite the complexities, the 2007-13 programme has been far better administered under this Government than the 2000-06 programme under the last Administration.</p><p>The European Regional Development Fund is a circular programme. UK taxpayers’ money is given to the European Union budget. Under the Fund, a local project receives a contract, spends money and then claims from DCLG. DCLG then claims funds back from the European Commission. The whole process goes through a complex auditing process involving DCLG auditors and then European Union auditors. After a period of time, the majority of unspent funding is returned to the UK Government by the European Commission. We continue to have concerns over the bureaucratic and time consuming nature of the processes involved in the programme, as a consequence of rules imposed by the European Commission.</p><p> </p>

This includes UK training teams providing training to the Iraq Security Forces and Kurdish Security Forces and UK support to various Coalition headquarters. Member to the answer I gave him on 15 September 2015 to Question number 9422 and to the Westminster Hall Debate on 16 September 2015 (Official Report, column 362WH). The submarine was not aware of the incident at the time and, therefore, did not surface. If the submarine had been aware of the incident, the protocols in place under the Code of Practice would have required her to surface and remain on scene to render assistance.</p><p>As I said during the Westminster Hall Debate on 16 September 2015, the Royal Navy's reporting procedures have been reviewed to enable it to confirm more quickly in future whether a UK submarine is involved in an incident. If it cannot be confirmed quickly that a Royal Navy submarine was not involved in an incident, we will assume that one was. There should, therefore, be no delay in verifying the involvement of a Royal Navy submarine, and the appropriate action in respect of compensation can be initiated within a few days.</p> more like this

Ministry of Defence (MOD) commercial officers are also aware of two contracts relating to training with respect to conflict zones. These were for interpreter services firstly in support of UK training in the Ukraine and secondly for the selection in Tripoli and training at Bassingbourn of Libyan soldiers. More broadly, information on MOD contracts is not recorded in a way that would allow an automatic search to identify those relating to conflict zones, or to training. A manual search would incur disproportionate cost.</p> more like this
