star this property answer text <p>Our first priority is replicating the effects of the EU’s Economic Partnership Agreements with African, Caribbean and Pacific countries to avoid trade disruption for developing countries. We will also look to see how we could improve upon these trade arrangements in the future.</p><p>The UK is committed to increasing women’s role in trade, recognising the importance of trade as a lever for equality. Expanding women’s access to trade is not only the right thing to do and vital to women’s economic empowerment, but it also brings significant long-term economic and developmental gains.</p><p>The Government has committed to a number of gender equality and human rights initiatives as part of our trade policy. For example, in response to the Buenos Aires Declaration on women’s economic empowerment, the UK committed to a gender-responsive approach to trade, recognising the importance of women and girls to achieve inclusive and sustainable growth.</p><p>The Prime Minister has also launched the new ‘SheTrades Commonwealth’ programme, providing £7m new funding to enhance the competitiveness of women entrepreneurs in a number of Commonwealth countries.</p>

star this property answer text <p>The UK takes very seriously its obligations and priorities on gender equality, human rights and sustainability via, amongst other mechanisms, the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), the European Convention on Human Rights (ECHR), the Paris Agreement, the agreement of the UK’s Fifth Carbon Budget in July 2016 and actively supporting the Joint Declaration on Trade and Women’s Economic Empowerment at the World Trade Organization in 2017.</p><p> </p><p>My Rt Hon. friend, the Secretary of State for International Trade, made a Statement to the House of Commons in July in which he committed the Government to publishing scoping assessments for any proposed new free trade agreement prior to the beginning of negotiations and publishing impact assessments of any concluded agreement prior to ratification.</p><p> </p><p>The impact assessments will be consistent with the Government’s impact assessment process for new legislation, which considers environmental and social impacts where appropriate. These impact assessments will give due consideration to the effects of the concluded trade deals on different groups, including gender groups, in line with our requirements under the Equalities Act.</p>

star this property answer text <p>As set out in our Trade White Paper, we are committed to working closely with the devolved administrations on their role in future trade agreements and have ongoing discussions, at both Ministerial and Official level, to ensure that we have a trade policy which works for the whole of the UK.</p><p> </p><p>Although it is currently not possible to engage with Northern Irish Ministers, DIT Officials continue to engage with officials in both the Northern Ireland Office and the Northern Ireland Civil Service, in the same way they do for Scotland and Wales.</p><p> </p><p>For example, our Second Permanent Secretary recently visited Belfast where he chaired a business roundtable on future trade agreements ensuring that Northern Ireland’s interests are accounted for.</p><p> </p> more like this

star this property answer text <p>We continue to seek continuity of our existing free trade agreements as we leave the European Union. The Withdrawal Agreement states that during the implementation period, the UK is to be treated as a Member State for the purposes of international agreements, and this includes trade agreements.</p><p> </p><p>The Government is also preparing for an ambitious programme of trade negotiations and enhanced market access, including potentially opening a series of formal negotiations for new free trade agreements with the United States, Australia and New Zealand; and scoping possible UK accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). We have completed 14-week long public consultations on each of these three potential future trade agreement negotiations and on the UK’s possible accession to the CPTPP.</p><p> </p><p>The Trade Bill will provide continuity by enabling the preservation of the UK’s current trade and investment relationships, while creating the necessary legal powers to ensure we are ready to operate independently when we exit the EU.</p><p> </p>

star this property answer text <p>The Government has been very clear that the UK will have an independent trade policy under this agreement, that we will be able to set our own tariffs and negotiate, sign and ratify new free trade agreements after we leave the EU on 29 March.</p><p>The political declaration includes a commitment to an unprecedented free trade deal with the EU which recognises the development of an independent UK trade policy beyond the economic partnership with the EU. We have agreed in principle the terms of the UK’s exit from the EU, as set out in the Withdrawal Agreement. Under the terms of the Withdrawal Agreement, the UK will be free to negotiate, sign and ratify new trade agreements during the time - limited implementation period, and to bring them into force from January 2021.</p> more like this

star this property answer text <p>Since the Department was created its Trade Policy Group (TPG) has grown to Approximately 470 people at the end of October 2018, bringing together trade policy, country specialists and experts on trade policy issues. A number of DIT staff in offshore posts are also undertaking work on market access trade policy issues.</p><p> </p><p> </p><p>Typically, a trade negotiation will involve teams of differing sizes, with expertise relevant to the specific chapters or sectors being negotiated as part of that agreement which will differ for each but will be drawn primarily from DIT TPG. The exact make up will depend on the complexity and scope of any agreement and would be staffed by DIT policy officials with the involvement of expertise from other Departments. These officials are not designated negotiators specifically.</p><p> </p><p>In addition other DIT staff will also be involved in supporting the negotiators and for instance, handling relations with Parliament and external stakeholders.</p>

star this property answer text <p>Under the terms of the Withdrawal Agreement with the EU, the UK will be free to negotiate, sign, and ratify FTAs during the Implementation Period.</p><p> </p><p>During the Backstop, if it were ever to come into effect, we would be free to operate our own independent trade policy, including by negotiating our own FTAs, and implementing the areas that don’t affect the functioning of the backstop - including services and investment.</p><p> </p><p>As agreed in the Political Declaration, the UK’s future relationship with the EU must recognise the development of an independent UK trade policy. The government has been clear that we will not be in the Single Market or the Customs Union as part of this.</p> more like this
