star this property answer text <p>Zombie companies are companies that are allowed by banks to delay repayment of a loan so that they effectively only pay the interest due rather than the full loan amount. Bank of England analysis of this ‘loan forbearance’ suggests that only a relatively small proportion of small businesses are in receipt of any form of forbearance (around 6% of SME borrowers in 2013). The Bank concludes that forbearance by banks on loans to small businesses would therefore appear to account for only a small proportion of the weakness in aggregate UK productivity. The Bank’s analysis was published in the Bank’s quarterly bulletin which can be found on the Bank of England’s website.</p> more like this

star this property answer text <p>While labour productivity statistics are estimated by sector, there are no official statistics estimating the productivity of workers by their age.</p><p> </p><p>The Low Pay Commission (LPC) recommends National Minimum Wage (NMW) rates to Government based on detailed consideration of the evidence on the economy (including productivity statistics), labour market and pay, as well as wide ranging consultation evidence. Earlier this year the Government accepted all of the LPC’s recommendations for the NMW rates that should come in to force in October this year for workers aged under 25.</p><p> </p> more like this

star this property answer text <p>We are not aware of any studies into the link between employee ownership and national productivity. Research published in 2014 by the Employee Ownership Association showed that businesses with employee ownership (where employees have both a meaningful financial stake and a say in how the business is run) had a year-on-year increase in productivity of 4.5%.</p><p> </p><p>The Government worked closely with experts, including from the Employee Ownership Association, in delivering the 2012 Nuttall Recommendations to reduce barriers to increasing the number of employee ownership businesses. star this property answer text <p>This analysis is a welcome initiative by the OECD to improve the international comparability of productivity statistics. It was initiated in response to a request from the ONS to examine how different countries go about measuring total hours worked (which are required to calculate output per hour worked).</p><p> </p><p>When calculating labour productivity there is a trade-off between using the best available data sourced from different countries’ national accounts, or data compiled on the most consistent basis. The OECD research finds that while for many countries this choice makes a minor difference, for the UK it has a larger effect and improves our performance relative to other countries.</p><p> </p><p>The ONS is examining how best to incorporate these findings into their international comparisons of labour productivity and plans to publish an article on this in January 2019; including more detailed breakdowns of how the UK compares with other developed countries on a more consistent basis.</p>
