	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>The Airports National Policy Statement is clear that any application for development consent must include details of how the applicant will achieve a wide range of mitigations, including public transport mode share targets.</p><p> </p><p>Mitigations included in a Development Consent Order or recommended as a result of examination will become requirements that are enforceable under the Planning Act 2008. The detail of these requirements, including any penalties, will flow from the planning process, but could include financial provision for remedial measures or operating restrictions. 	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>The Government has always been clear that the benefits of smart motorways will not be delivered at the expense of safety, with Highways England setting a strict objective that each scheme should be at least as safe as a traditional motorway.</p><p> </p><p>Operational evidence shows no consistent correlation between the number of vehicles stopping in live lane on smart motorways and the spacing of emergency areas – with a broadly comparable live lane breakdown rate even where emergency areas were three times further apart.</p><p> </p><p>However, to help drivers feel more confident they can find a place to stop in an emergency, Highways England are reducing the maximum spacing of emergency areas on future smart motorway schemes from about every mile and a half (about 90 seconds at 60mph) to around every mile (about every minute at 60mph).</p><p> </p><p>Highways England is committed to improving its emergency areas on the M20 by installing improved signage and conspicuous orange surfacing.</p> answering member constituency Northampton North answering member printed Michael Ellis question first answered 04/06/2019 14:46:12 answering member 4116 label Biography information for Sir Michael Ellis

Chatham’s roads are the responsibility of Medway Council, as highway authority, and Aylesford’s roads are the responsibility of Kent County Council, as highway authority.</p><p>The funding provided by the Department for Transport for highway maintenance, including pothole repair, to Medway Council and Kent County Council since 2015 is shown in the table below. However, the Aviation 2050 consultation acknowledges the benefits regional airports and connectivity can bring to the regions and seeks views on what further actions government could take to enhance and support these connections. The consultation closes on 20 June.</p><p> </p><p>Where domestic routes have previously been squeezed out of Heathrow over time, expansion of the airport will provide an unprecedented opportunity to strengthen existing domestic connections and deliver new ones.</p><p> </p><p>The Airports National Policy Statement sets a clear expectation that an additional runway at Heathrow will deliver at least 14 domestic routes. We expect many of these connections will be commercially viable.
