NHS England's NF1 service specification clearly sets out what needs to be in place for providers to offer evidence-based, safe and effective care, ensuring equity of access to a nationally consistent, high quality service. Specialist care is delivered by two designated centres based in Manchester (Central Manchester University Hospitals NHS Foundation Trust) and London (Guys and St. Thomas' NHS Foundation Trust, London) and these provide outreach support into other cities. We intend to commence the relevant provisions of the Education and Skills Act 2008 in September 2014, and introduce the new regulations and advice under those sections. The current approval of the Independent Schools Inspectorate (ISI) under the Education Act 2002 will cease to have effect, and as signalled in the consultation we intend to re-approve ISI under the 2008 Act. We will publish a response to the consultation shortly which will also set out the timescales for the implementation of changes.</p><p> </p><p>The 2008 Act also gives a basis in statute to Ofsted's quality assurance role. But this is a complex issue and there is no simple explanation for the rise. <br><br>All deaths are subject to investigation by the police and the Prisons and Probation Ombudsman and a Coroner’s inquest, and strenuous efforts are made to learn lessons from these processes.</p><p> </p><p>All prisons have procedures to identify, manage and support people who are at risk of harm to themselves. Prisoners at risk are subject to individual case management and receive support from prison staff, supplemented, where appropriate, by input from mental health services and a range of other sources such as peer supporters and the Samaritans.</p><p> </p><p>There is strong oversight of deaths in custody through the Ministerial Council on Deaths in Custody, which includes an Independent Advisory Panel that has recently been commissioned by the Secretary of State to conduct an independent review of deaths of 18-24 year olds in prison custody since 2007 to report by spring 2015. The main aim of the fund is to support and accelerate the development of the specialised housing market for older people and disabled adults.</p><p> </p><p> </p><p> </p><p>The Department for Communities and Local Government is providing £785 million between 2011-12 – 2014-15 for the Disabled Facilities Grant which is administered by local authorities in England and provides adaptations to the homes of disabled people to help them to live as independently as possible in their own home.</p><p> </p><p> </p><p> </p><p>We have no plans to require local authorities to provide lists of homes suitable for disabled people. However a number of local authorities maintain 'accessible housing registers', and in London there is a city wide London Accessible Housing Register (<a href="https://www.london.gov.uk/priorities/housing-land/renting-home/london-accessible-housing-register" target="_blank">https://www.london.gov.uk/priorities/housing-land/renting-home/london-accessible-housing-register</a>).<br> <br></p><p><br></p><p>The Government believes it is important that people who require accessible housing are given the right level of priority under a council’s housing allocation scheme, and that councils and social landlords are able to make the best use of affordable housing in their area, including accommodation which is accessible or has been adapted. The Department intends to publish aggregate information on sales reports and payments made under the scheme on a quarterly basis. The service provider for Yarl's Wood immigration removal centre (IRC), Serco, is required under their contract to employ sufficient female officers to enable appropriate searching and security arrangements for female detainees. <br><br>Yarl's Wood IRC has 52% male detainee custody officers (DCOs) and 48% female DCOs. A new recruitment drive is underway, with a review of how flexible and family friendly hours might be enhanced to attract more women recruits as well as devising recruitment campaigns that target female audiences. <br><br>Assessment Care in Detention and Teamwork (ACDT) is the system used for monitoring individuals considered to be at risk of self harm and is operated across the detention estate. <br><br>ACDT is a care planning system whereby staff from all areas work together to create a safe and caring environment and provide individual care to detainees.<br><br>All incidents of self harm are treated very seriously and every step is taken to prevent incidents of this nature. Staff at all centres are trained to <br>identify those at risk of self harm so that action can be taken to minimise the risk. Notices in various languages are displayed in IRCs setting out that, where there is a concern about a fellow detainee, this should be brought to the attention of a member of staff.
