	answer	answer is ministerial correction date of answer 18/07/2018 answer text <p>The draft National Planning Policy Framework set out that local authorities should, as a minimum, provide for objectively assessed needs for housing and other development in plans. These plans would be tested by an independent Planning Inspector at the plan examination.</p><p>The council will also need to ensure there is sufficient infrastructure available to accommodate proposals bought forward in their plan, this will also be tested at examination to determine whether the plan is effective and can be delivered.</p><p>The consultation on the draft revised National Planning Policy Framework closed on the 10 May and we are considering the comments received. Figures distinguishing new-build from acquisitions were not required prior to this.</p><p>Out of a total of 4,668 dwellings reported to have been started on site or acquired since Q1 2017-18, 56 per cent (2,515 dwellings) were starts on site for new builds and 44 per cent (1,953 dwellings) were acquisitions</p><p>On 14 August, alongside the Social Housing Green Paper, the Government published a consultation paper on options for providing greater flexibility for local authorities in how they use their receipts from sales under the Right to Buy. The consultation closes on 9 October and we welcome responses from local authorities and other stakeholders.
