star this property answer text <p>Under the Conflict, Stability and Security Fund, the UK has delivered over £100million in support to Syria, Jordan and Lebanon since the start of the crisis. This has focussed on strengthening the moderate opposition, building resilience against extremists, fostering civil society structures in besieged areas, promoting Human Rights, delivering basic governance and laying the foundations for a more peaceful and inclusive future for Syria. Further details of our funding can be found on the Gov.uk website.</p><p>The UK has always punched above its weight in helping deal with the effects of the Syria crisis. Our vision for Syria is an open, democratic society with greater social, economic and political participation where violent extremism does not have a place and where refugees feel safe to return. That is why, alongside our pledge of over £1.1 billion in humanitarian aid, the Prime Minister announced a commitment of at least £1 billion to reconstruction in Syria during the 26 October Commons debate.</p>

Whilst our improved bilateral relationship with Iran allows for discussions on issues such as the expansion of the trading relationship, it also allows us to raise our consular cases, including where we have concerns. The UK treats all our consular cases with the utmost importance and continues to raise them with the Iranian authorities at the highest levels. My RH Friend the Foreign Secretary raised the detention of Nazanin Zaghari-Ratcliffe with Foreign Minister Zarif on 17 February.</p> more like this

star this property answer text <p>The UK, through the Conflict, Security and Stability Fund, is supporting local councils and emerging local governance structures in 28 communities across Syria. These communities contain a population of 1.1 million people. Our support means that local councils have the assistance they need to deliver essential services, including health, education and utilities, in a way that they were not able to previously. This also includes specific support for building good governance practices. This is confirmed by our project partners who operate in Syria.</p> more like this

star this property answer text <p>The UK is committed to supporting President Ghani’s efforts to eliminate corruption, promote human rights and improve the justice system as set out in his ambitious reform agenda at the London Conference on Afghanistan.</p><p>There has been significant progress, particularly on women’s rights, since 2001, but the gains made are fragile and the country still faces huge challenges. The UK provides support and funding for the Afghanistan Independent Human Rights Commission to help it protect human rights, investigate and catalogue violence and support those seeking justice. We play an active role, along with EU Member States, on protecting human rights defenders as part of the EU Local Strategy. In addition, the Department for International Development (DFID) also funds a number of humanitarian programmes that help to promote human rights.</p><p>Through DFID’s Afghan Reconstruction Trust Fund we run a public financial management reform project to strengthen procurement, audit and reporting controls to improve transparency and accountability. The fund is also used to increase access to legal services through a justice services delivery project. In addition we’re working to increasing women’s access to justice by funding services providing legal advice to women suffering from domestic violence.</p><p> </p>

star this property answer text <p>Following the adoption of UN Security Council resolution 2118, and on becoming a State Party to the Chemical Weapons Convention, Syria produced a declaration of its chemical weapons programme. Those chemical weapons declared by Syria have been removed from Syria for secure destruction. As part of this international effort, in May 2015 the UK completed the destruction of 200 tonnes of precursor chemicals from Syria. However, industrial chemicals such as chlorine are still being used as weapons in Syria, in breach of the Chemical Weapons Convention and UN Security Council resolutions, including resolution 2118. We strongly condemn such breaches. The UK, along with international partners, remains committed to ensuring that those responsible are held to account. UN Security Council Resolution 2235, adopted in August 2015, creates an international mechanism tasked with identifying the people responsible for these appalling acts. The Syrian regime also has serious questions to answer in respect of its weapon programmes declaration, and cannot be considered to be in full compliance with its Chemical Weapons Convention and UN Security Council obligations before it has done so satisfactorily. The Organisation for the Prohibition of Chemical Weapons is urgently seeking answers from the Syrian regime.</p>

The underlying evidence to support a designation or propose a delisting is made available to the Council and held on file.</p><p>The Council decides collectively on the sharing of information externally. Member States are bound by a duty of professional secrecy with respect to Council documents unless they have been made publicly available, as set out in the Council's Rules of Procedure. In this case, they have not been made public.</p><p>Professional secrecy maintains non-disclosure of the identity of the proposing Member State and limits the scope for third countries to play divide and rule with the EU's sanctions policy.</p> more like this

Funding for the next four financial years has not yet been agreed by the National Security Council.
