star this property answer text <p>As Leader of the House, I have a particular responsibility to encourage departments to be punctual in answering written questions, but the content of each answer is a matter for the minister concerned. All Ministers are accountable to the House for those answers. That direct accountability is important: that is why Ministers in this House must provide personally signed answers to members.</p><p> </p><p>To inform Ministers in answering questions put to them, the Ministerial Code says that “It is of paramount importance that Ministers give accurate and truthful information to Parliament”. It also makes clear that “Ministers should be as open as possible with Parliament and the public, refusing to provide information only when disclosure would not be in the public interest”. In addition, the longstanding rules of this House on Questions for Written Answer (rules that the House reaffirmed in agreeing to the Procedure Committee’s 5<sup>th</sup> Report of the 2014-15 Session) set out that all answers should be complete and comprehensible.</p><p> </p><p>If any member has particular concerns about a response that they have received that they consider does not adhere to these rules, I would encourage them to raise it with me directly.</p><p> </p>

star this property answer text <p>We need an industry that has the right skills to build more homes, including in new and innovative ways. Industry needs to take responsibility for ensuring that it has a sustainable supply chain, working with contractors to address skills requirements. As we leave the EU, there is an opportunity to invest in the workforce.</p><p>In the Housing White Paper, 'Fixing our broken housing market', the Government has set out its plans to help the construction sector ensure that it has the workforce it needs. We are reforming the Construction Industry Training Board so that it delivers the skills and technical education industry needs. This includes more workplace experience and simplification of the path to qualification. A new £34 million fund, administered by the Department for Education, will support and incentivise innovative and employer-led approaches to construction training.</p><p>In my own department, we are encouraging greater use of Modern Methods of Construction to increase productivity in housebuilding and reduce our reliance on traditional building skills. We are providing financial support through the Home Building Fund and working with lenders to overcome their concerns. We will ensure that our stakeholders have the opportunity to put their concerns about a future migration model to the Home Office.</p>

The Government has no current plans to gather information on the use of short-term holiday lets in London but it does monitor broader trends in private rented housing through the English Housing Survey. It is right that Londoners should have similar rights as elsewhere in England and be free to sublet their homes where their tenancy, contract or mortgage allows.</p> more like this

star this property answer text <p>Under section 25B of the of the Greater London Council (General Powers) Act 1973, a local authority can seek Secretary of State’s consent to issue a direction that the right to short-term let without planning permission for up to 90 nights in a year is not to apply to particular residential properties or to residential premises situated in a specified area. No London borough has sought a consent in the last year.</p><p>Directions may only be given if it is necessary to protect the amenity of the locality. This is likely to be where there has been successful action against a statutory nuisance related to short-term letting; or there has been successful enforcement action against a breach of section 25 or 25A of the 1973 Act. If residents consider there are circumstances that would meet the criteria this can be raised with the relevant Borough. Local Authorities already have powers to act where there is a breach of planning control in respect of short term lettings.</p><p>Requiring hosts to register with their local authority an intention to let their property on a short term basis would be overly bureaucratic, and would place unnecessary regulatory burdens on households. However, some accommodation providers have already restricted bookings to 90 nights per calendar year in London. We have asked the industry association to encourage their other members to adopt this good practice.</p> more like this
