star this property answer text <p>Practice in recent years is well-established: Private Members' Bills introduced in the House of Lords are offered Second Reading slots in the order in which they receive their First Reading. Second Readings for Private Members' Bills introduced this session have been scheduled on Friday 27 June and Friday 18 July; further Second Readings will be arranged in due course. A ballot to determine the order in which Private Members' Bills receive their First Reading will be introduced from the start of the new Parliament (3rd Report of the Procedure Committee, Session 2013-14).</p><p>For Bills that receive a Second Reading, formal consideration of their remaining stages will be arranged where no amendments are tabled and where the Member in charge so requests. Where Bills receive a Second Reading but require further substantive consideration of amendments, they will be competing for time with Private Members' Bills that are received from the House of Commons and Private Members' Bills introduced in this House that are still awaiting a Second Reading.</p><p>My noble friend the Government Chief Whip will endeavour to facilitate the progress of bills in each of those categories.</p><p> </p>

star this property answer text <p> </p><p>On the 16 June 2014 the Department for Education issued new non-statutory guidance for schools and teachers on pupil’s mental health and behaviour. This guidance gives information, guidance and practical tools on how to build resilience and support good mental health. It also helps school staff identify those pupils who may have emerging problems and provides guidance on appropriate routes of support. The guidance is published online:</p><p> </p><p><a href="https://www.gov.uk/government/publications/mental-health-and-behaviour-in-schools--2" target="_blank">www.gov.uk/government/publications/mental-health-and-behaviour-in-schools--2</a></p><p> </p><p>In addition our special educational needs (SEN) reforms are set out in the 0-25 SEN and Disability Code of Practice which is currently before Parliament. This makes it clear that schools should look to identify any underlying mental health needs that pupils have. The Code emphasises the importance of staff development and provides a number of signposts to specific support. This includes further support for teachers and adults working with children and young people, which is available through <a href="http://www.minded.org.uk/" target="_blank">www.minded.org.uk</a>, a website funded by the Department of Health that helps adults identify and support children and young people’s mental health issues.</p><p> </p>

star this property answer text <p>Fines imposed in individual cases are entirely a matter for the independent courts within the limits set by Parliament and following any relevant sentencing guidelines. The law requires that the amount of any fine must reflect both the seriousness of the offence and the known financial circumstances of the offender.</p><p> </p><p>HM Courts and Tribunals Service takes the issue of fine enforcement very seriously and is working to ensure that clamping down on fine defaulters is a continued priority nationwide. Over recent years we have overseen improvements to the collection of financial penalties. There was a total of £290m collected against fines and related impositions in 2013/14 which was a record high.</p><p> </p><p>In April 2012 the Government raised the maximum fine for the offence of persistently selling alcohol to a person under the age of 18 from £10,000 to £20,000 in cases where alcohol has been sold twice within a period of three months from the same premises.</p><p> </p><p>The number of defendants proceeded against for offences involving sale of alcohol to those under the age of 18 in England and Wales from 2009 to 2013 can be viewed in the table attached.</p><p> </p><p>In this time-period, no offender has been sentenced at any court in England and Wales, to the maximum penalty for the offences of persistently selling alcohol to children; of selling alcohol to a person aged under 18 years, or of allowing the sale of alcohol to a person under 18 years.</p><p> </p><p>Between April 2012 and December 2013 no offender has received a fine above the previous maximum for the offence of persistently selling alcohol to children.</p><p> </p><p>Court proceedings data for 2014 are planned for publication in Spring 2015.</p>

star this property answer text <p>We have not sought funding from any of the Public Health Responsibility Deal partners but a number of them do already support our drink drive campaign in other ways. Our aim is to develop partnerships with brands who can provide in-context solutions or ‘nudges’ to help drivers avoid alcohol if they are driving, or to help those people who are drinking get home safely without driving. These initiatives are all completely funded by the partner.</p><p> </p><p>One example is Coca Cola, who for several years have run a designated driver campaign, rewarding designated drivers with a buy-one-get-one-free offer on coke drinks in thousands of venues during the festive season.</p><p> </p><p>Last year we developed a new partnership with drinks company Diageo. They supported our campaign by using their Johnnie Walker ambassadors, Formula 1 drivers Jenson Button and Kevin Magnusson, to ask drivers to take a pledge to never drink and drive, in return for discounted taxi rides.</p><p> </p><p>We also work closely with drinks company AB InBev. Their Budweiser Designated Driver campaign, promotes and celebrates the important role of designated driver.</p><p> </p><p>We will continue to seek further partnerships with commercial brands who can extend the reach and impact of our campaigns.</p><p> </p>

star this property answer text <p>Organisations signing up as partners to the Public Health Responsibility Deal commit voluntarily to play their part in improving public health. They lead the way in positively shaping and creating an environment that supports people to make informed, balanced choices and help them live healthier lives.</p><p> </p><p> </p><p> </p><p>Under the Licensing Act 2003, any food item infused with alcohol whose strength exceeds 0.5% at the time of sale is classed as alcohol and cannot be sold to children under the age of 18. The Act sets out a number of exemptions to this definition including liqueur confectionery, which is further defined by the Act.</p><p> </p><p> </p><p> </p><p>The Licensing Act 2003 requires licensed premises to operate an age verification policy. Through the Responsibility Deal, 68 companies, including 12 supermarket chains, have committed voluntarily to implement this requirement by ensuring effective action is taken in all their premises to reduce and prevent under-age sales of alcohol, by applying the standards set out in either the Challenge 21 or Challenge 25 schemes.</p><p> </p>
