	answer	answer is ministerial correction date of answer 29/07/2014 answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. That direct accountability is important: that is why Ministers in this House must provide personally signed answers to members. The Ministerial Code states that <em>“It is of paramount importance that Ministers give accurate and truthful information to Parliament”.<br><br></em>As Leader of the House I have a particular responsibility to encourage Ministers and their departments to be punctual in answering written questions. My office immediately approach departments who have not responded to questions after 10 working days, and remain in contact with them until the questions are answered. In response to concerns raised about the current “first-come-first-served” system - including a concern about the requirement to queue raised by my Noble Friend, Lady Sharples - the Procedure Committee proposed the introduction of a ballot in its place (Procedure Committee, 3rd Report, Session 2012-13). The House remitted the issue back to the Procedure Committee for further consideration (HL Deb 9 Jan 2013, cols 145-172). <br><br>That further review did not identify a clear consensus as to whether a ballot was preferred to the “first-come-first-served” system (see Procedure Committee, 5th Report, Session 2012-13; see also HL Deb 24 April 2013, cols 1406-1417). <br><br>I know that strong views persist on both sides of the argument about this issue. In setting this amount the Government considers the likely pressures and efficiency savings that can be made on a range of services, together with the overall fiscal environment, including the need to tackle the deficit left by the last Administration. Section 8 of the Representation of the People Act 1983 provides for the appointment of an officer of the council to be the Registration Officer for the registration of parliamentary and local government electors, and section 54 of that Act provides that expenses properly incurred by a registration officer in the performance of his registration duties shall be paid by the local authority by whom the registration officer was appointed.</p><p> </p><p>Additionally, the Government has committed to funding all net costs of the transition to Individual Electoral Registration to ensure that authorities are not left with unfunded burdens in line with the New Burdens Doctrine.
