star this property answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. I will remind all Lords Ministers to adhere to them.</p><p> </p> more like this

star this property answer text <p> </p><p>The Treasury Solicitor’s Department (TSol) does not hold a register of duplicate payments. Appropriate controls are in place to prevent duplicate payments and if any are identified, action is taken to recover overpaid monies. As at 18 July 2014, there are no known unrecovered duplicate payments.</p><p> </p><p> </p><p> </p><p>Identification of the value of duplicate payments made by TSol, the Attorney General’s Office and HM Crown Prosecution Service Inspectorate since 2010 would require detailed analysis of accounting and other records which would incur disproportionate cost. However, in the 3 months since April 2014, TSol have identified and recovered duplicate payments with a total value of £13,068 representing 0.05% of the value of payments made during this period.</p><p> </p><p> </p><p> </p><p>Available records show that, since April 2010, the Serious Fraud Office has identified and recovered £46,000 in duplicate supplier payments. star this property answer text <p> </p><p>The Government is taking a range of actions to ensure young people have the skills and experience needed in the workplace.</p><p> </p><p> </p><p> </p><p>The Government published a Careers Inspiration Vision in September 2013 calling on schools and colleges to work closely with employers to provide more inspiration and career insights for children and young people for example through workplace visits, inspiring speakers, coaching and mentoring. To help schools achieve this we have published revised Statutory Guidance which underpins their duty to secure independent careers guidance. This makes it clear that schools should inspire their pupils through more real-life contact with the world of work. star this property answer text <p><ins class="ministerial">Farnborough is an important showcase for the UK aerospace sector. The Department does not make estimates of aerospace exports arising as a result of the Farnborough Airshow. However, given the UK’s position as a leading supplier to the world’s aerospace industry, our industry is likely to be a major beneficiary of many of the new orders announced at the Show.</ins></p><p><ins class="ministerial">Recent data from the Aerospace Defence and Security trade association show aerospace exports grew by 12% in 2013 to £25 billion.</ins></p><p><br /><del class="ministerial">There has been significant interest in UK Export Finance’s (UKEF) Direct Lending Facility (DLF) since its enhancements were announced in the Budget. Since it was relaunched on 30 June 2014, the pipeline of potential export contracts has developed and now involves 28 UK-based exporters of varying size and export experience. As it stands, the pipeline has 35 potential export contracts that range from £3m to over £350m. Most importantly, the DLF pipeline is growing.</del></p><p> </p>

star this property answer text <p> </p><p>My Rt Hon Friend the Secretary of State for Business, Innovation and Skills has not received any direct representations from representatives of the secondary ticketing websites on amendments tabled to the Consumer Rights Bill or about the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 and the Department for Business Innovation and Skills’ guidance on them.</p><p> </p><p> </p><p> </p><p>Neither my Rt Hon Friend the Secretary of State nor other Ministers in the Department for Business Innovation and Skills have had meetings with the secondary ticketing websites about the implementation of the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 or the Department for Business Innovation and Skills’ guidance on them.</p><p> </p><p> </p><p> </p><p>The draft Regulations and the contents of the Bill were widely consulted on and the Department received a range of comments in response. Officials from the Department have also had discussions with a wide range of stakeholders (including with secondary ticketing websites) on the implementation of those Regulations and the guidance on them.</p><p> </p><p> </p><p> </p><p>Following a consultation on the draft regulations, the Department for Business Innovation and Skills has produced guidance on the requirements of the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. This guidance is easily accessible on the gov.uk website. Officials have also worked with the Business Support Helpline, which offers free advice to business on a wide range of issues, including regulation, and with the Trading Standards Institute (TSI), as the primary body responsible for educating businesses on consumer law. TSI has also produced guidance which is available on their website. Consumers themselves are important in driving compliance and officials have worked with Citizens Advice to raise consumer awareness so that they can see when businesses are not abiding by the requirements of the regulations.</p><p> </p><p> </p><p> </p><p>The Department for Business Innovation and Skills has also actively promoted the changes in the Regulations across all sectors through seminars, presentations and communications to businesses.</p><p> </p><p> </p><p> </p><p>Ministers in the Home Office, Department for Culture Media and Sport and the Department for Business Innovation and Skills have discussions and correspond together on a wide range of issues, and this has included agreeing the content of the Consumer Rights Bill. star this property answer text <p> </p><p>My Rt Hon Friend the Secretary of State for Business, Innovation and Skills has not received any direct representations from representatives of the secondary ticketing websites on amendments tabled to the Consumer Rights Bill or about the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 and the Department for Business Innovation and Skills’ guidance on them.</p><p> </p><p> </p><p> </p><p>Neither my Rt Hon Friend the Secretary of State nor other Ministers in the Department for Business Innovation and Skills have had meetings with the secondary ticketing websites about the implementation of the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 or the Department for Business Innovation and Skills’ guidance on them.</p><p> </p><p> </p><p> </p><p>The draft Regulations and the contents of the Bill were widely consulted on and the Department received a range of comments in response. Officials from the Department have also had discussions with a wide range of stakeholders (including with secondary ticketing websites) on the implementation of those Regulations and the guidance on them.</p><p> </p><p> </p><p> </p><p>Following a consultation on the draft regulations, the Department for Business Innovation and Skills has produced guidance on the requirements of the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. This guidance is easily accessible on the gov.uk website. Officials have also worked with the Business Support Helpline, which offers free advice to business on a wide range of issues, including regulation, and with the Trading Standards Institute (TSI), as the primary body responsible for educating businesses on consumer law. TSI has also produced guidance which is available on their website.
