star this property answer text <p>Local Authorities have a statutory duty to allocate funding to youth services in line with local need. This is funded from the Local Government settlement, which was over £12 billion last year. DCMS is currently reviewing the guidance associated with the statutory duty.</p><p>The Government recognises the vital role that youth services and activities play in improving the life chances and wellbeing of young people. The Government has committed to a National Youth Guarantee: that by 2025, every young person will have access to regular clubs and activities, adventures away from home and opportunities to volunteer. This will be supported by a three year £560 million investment in youth services, reflecting young people's priorities and addressing the inconsistencies in national youth spending, with a firm focus on levelling up.</p><p>The £368 million Youth Investment Fund will fund the construction or redevelopment of up to 300 youth facilities - such as small youth facilities, youth centres and activity centres - targeting investment in left-behind areas, where young people have the greatest need and lowest provision. Phase One of the Youth Investment Fund, administered by BBC Children in Need, has delivered £12 million of funding this year to over 400 local youth organisations in levelling up priority areas in England.</p><p> </p>

star this property answer text <p>The safety and welfare of young people held in custody is our highest priority. Restraint should only be used as a last resort, where there is a risk of harm to self or others, and no other form of intervention is possible or appropriate.</p><p> </p><p>Minimising and Managing Physical Restraint (MMPR) has been specifically developed for use by staff working with children and young people in custody. It has been designed so that physical restraint is avoided as far as possible by recognising young people’s behaviour, and by using a range of de-escalation, diversion and behaviour management techniques to help them deal with it effectively and appropriately.</p><p> </p><p>MMPR has been implemented, on a roll-out basis since September 2012, in all Secure Training Centres (STCs) and Young Offender Institutions (YOIs). There are no plans to roll this out to Secure Children’s Homes (SCHs), who each have their own restraint procedures.</p><p> </p><p>The three tables below provide data, by establishment type, relating to any injury sustained as a result of a Restrictive Physical Intervention (RPI) for each establishment. RPI is defined as “Any occasion when force is used with the intention of overpowering or to overpower a young person”. There is no unique identifier included in the returns that could be used to identify young people. We therefore are unable to determine which of these young people that sustained an injury may have transferred to a mental health unit.</p> more like this

star this property answer text <p>Her Majesty’s Prison and Probation Service (HMPPS), on behalf of the MoJ, is responsible for allocating food budgets to public sector establishments in the Youth Custody estate in England and Wales. As the food in each prison reflects the specific needs of the prisoner population locally, the ultimate decision on what is provided and the cost of each meal rests with the individual Governors, and as such, financial data is not readily available.</p><p> </p><p>There are separate budget arrangements in place for the private sector establishments.</p><p> </p> more like this

star this property answer text <p>We are very sensitive of the difficulties many children in custody will be having as a result of Covid-19, and the measures taken to protect children and staff.</p><p>There has been a focus on delivering essential activities (including regular phone calls, with additional free phone credits allocated). ‘SECURE STAIRS’ - the integrated framework of care jointly led by NHS England and NHS Improvement and the Youth Custody Service - has adapted its approach to meet the needs of children at this time, whilst adhering to physical distancing.</p><p>I am pleased that, following completion of ‘youth-specific’ Exceptional Delivery Models, ‘face to face’ education and visits are commencing this week at our public sector Young Offender Institutions, as part of Covid-19 recovery work.</p> more like this

star this property answer text <p>The change in the number of commissioned places in the three sectors of the under-18 estate is consistent with the sentencing practice of the courts and our policy of ensuring that young people are sent to custody only when there is no alternative. We will continue to ensure that enough places are available to ensure that the sentence of the court can be carried out.</p><p>The number of children entering the youth justice system has declined year on year, but many of those in our care demonstrate very challenging and complex behaviour.</p><p> </p><p>To deal with these challenges we are increasing frontline staff numbers in public-sector Young Offender Institutions and already have more than 200 officers enrolled on a specialist youth custody foundation degree.</p><p> </p> more like this

star this property answer text <p>Section 96 of the Children and Families Act 2014, which came into force in April 2015, imposes a duty on local authorities to to <em>“…take reasonable steps to identify the extent to which there are young carers within their area who have needs for support.”</em> Once a young carer has been assessed, the local authority must consider whether the child has needs that could be met by services provided under section 17 of the Children Act 1989, that is, whether they should be supported as a child in need.</p><p>The Department currently supports the Carers Trust to help local authorities and voluntary sector partners to embed good practice, including good practice surrounding whole family support. This approach is intended to ensure effective, joined up, support with the potential to offer a single point of professional contact for young carers and their families. We will draw on the learning from that work when considering further action.</p> more like this
