star this property answer text <p>No estimates have been made of the savings to the Government Equalities Office from the introduction of the Q&amp;A system or of the extent to which the system has improved the way it answers questions from Hon. Members. There are no plans to introduce any ICT systems that would not have been feasible without the Q&amp;A system. It will be for the Procedure Committee to evaluate the effectiveness of the new system in improving performance when it assesses the evidence following the end of the session.</p> more like this

star this property answer text <p>The Department for Culture, Media and Sport is in regular contact with the Natural History Museum and, following its recent collaboration with Marks and Spencer on a dinosaur-themed clothing line, the Museum has confirmed it is working with the retailer to expand the range to include products for girls. Products in the Museum shop are displayed without gender differentiation for children and the Museum’s own children’s clothing range is cut for a unisex fit.</p><p> </p><p>It is vital that stereotypes and biases do not limit the potential of young people and the Government believes that children should be encouraged to explore the widest range of interests regardless of gender. The Museum’s education programmes and exhibitions support this work, and its scientists are a diverse group of role models, helping to inspire the next generation.</p> more like this

star this property answer text <p>The Equality Act 2010 (Specific Duties and Public Authorities) Regulations 2017 came into force on 31 March 2017 and requires specified employers in the public sector to publish their gender pay gap data by 30 March 2018. These regulations work alongside those regulations that apply to employers in the private and voluntary sectors, ensuring that large employers from all sectors will need to publish their data on an annual basis.</p><p>The Department for Education was the first Government Department to publish its gender pay gap. The Department is committed to reducing its pay gap and has introduced a range of initiatives to support women in the workplace. More broadly, recently published data from the Office of National Statistics shows that the gender pay gap across the Civil Service has fallen from 13.6% in 2016 to 12.7% in 2017.</p><p>We are talking to employers in the public sector to encourage early reporting and to take action to close any gender pay differences identified.</p>

The report took an evidence-led approach drawing on academic research, expert views and over 2,300 submissions to the call for evidence. The Employment and Enterprise chapter of the report summarises the Commission’s research about Artificial Intelligence systems and bias in technology.</p><p>The Commission recommended that the government issue guidance that clarifies how to apply the Equality Act to algorithmic decision-making and require transparency for public sector bodies when this is applied to decisions concerning individuals. The government is still carefully considering the report’s findings and recommendations and will respond in full this summer.</p> more like this

star this property answer text <p>The Equality Act 2010 (the Act) prohibits employers and service providers from discriminating against employees, job applicants and customers because of or in relation to a protected characteristic. This includes discrimination through actions taken as a result of deploying an algorithm or a similar artificial intelligence mechanism. The key test is how the employer or service provider acts and whether this is lawful under the Act, not the tools used in the decision-making process.</p><p>It is for the courts to interpret and apply the law, including where new and evolving technology is at play. To date, it has not been necessary to consider amendments to the Equality Act 2010 in this context and the Government has no plans to bring forward such legislation. However, we will continue to monitor developments.</p><p>On 10 September 2021 the government launched a public consultation, <a href="https://www.gov.uk/government/consultations/data-a-new-direction" target="_blank">Data: A new direction</a>. The consultation proposes reforms to enable organisations to use personal data and sensitive personal data for the purpose of managing the risk of bias in their AI systems. The consultation will close on 19 November 2021.</p><p>In addition, the Equality and Human Rights Commission is developing guidance for the public sector on algorithmic decision-making.</p>
