star this property answer text <p>While the core of the new online Rural Payments system is working well, there have been performance problems around the interface between the customer portal and the back end of the system. That one area was not consistently stable and it was having a negative effect on the rest of the service.</p><p> </p><p> </p><p> </p><p>As a result, the Rural Payments Agency (RPA) switched the approach to delivery of the Basic Payment Scheme in 2015 to one where farmers and their agents use existing forms to complete their claims by the extended deadline.</p><p> </p><p> </p><p> </p><p>Over the longer term we will continue to work on a user-friendly web interface - but for this claim year the priority is making sure farm businesses get the help and support they need to get their claims in on time.</p><p> </p><p> </p><p> </p><p>We are currently assessing the additional costs from the revised approach.</p><p> </p><p> </p><p> </p><p>The RPA will be making full payments as early as possible in the payments window, which opens in December.</p><p> </p>

star this property answer text <p>Under article 13 of EU regulation 809/2014, Member States must require claims to be made by no later than 15 May, and this is the deadline adopted in the UK. Late claims submitted within the next 25 days are subject to a penalty of 1% of the claim for each working day’s delay. Claims already submitted by 15 May can be adjusted after that in some circumstances. We expect that the Rural Payments system, and our provision of support to those who may face any difficulty in applying online, will ensure that all farmers have every opportunity to claim their direct payments by 15 May. There are <em>force majeure</em> provisions for those that fail to submit on time which can apply in limited circumstances.</p><p> </p><p> </p><p> </p><p>The Secretary of State is also seeking to make such penalties more proportionate in future.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>For 2015 there will not be an application window in the traditional sense. Customers will start to build their Basic Payment Scheme application from the moment they register on the Rural Payment Service. As of 22 February, 49,642 businesses have registered.</p><p> </p><p> </p><p> </p><p>Since January, customers have been able to register, check and confirm personal, business and land details, and give permission for others to act on their behalf. Customers also update and amend their land information such as adding features and land cover. Customers will be able to confirm entitlements and eligibility from March 2015, and can complete and submit their claims from April until 15 May 2015.</p><p> </p> more like this

star this property answer text <p>Farmers do not need to have a credit reference to apply for Common Agricultural Policy grants.</p><p> </p><p> </p><p> </p><p>As part of the registration process on the new Rural Payment Service customers will need to complete a verification process to confirm their identity. This is to prevent any fraudulent activity. Although personal verification is a mandatory requirement for registration on the Rural Payment Service, a customer can choose whether they do this via the Rural Payments Agency (RPA) helpline or through GOV.UK VERIFY depending on their circumstances.</p><p> </p><p> </p><p> </p><p>Customers can choose either to call the RPA helpline (on 0300 0200 301) and answer a series of security questions relating to previous claims, or use the new online GOV.UK VERIFY service, which will eventually replace Government Gateway. Customers can select a certified verification company from a list on GOV.UK VERIFY; there are currently two certified companies on the service, Experian and Digi-identity, and more companies will become available in the future. Both Experian and Digi-identity use an individual’s credit history to confirm their identity.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p> </p><p>As stated in the previous response to WA 314, the Organisation for Economic Co-operation and Development (OECD) calculates the annual monetary value of gross transfers from EU consumers arising from policies underpinning the Common Agricultural Policy (CAP).</p><p> </p><p> </p><p> </p><p>The OECD estimates that EU consumers faced higher food prices equivalent to approximately €16 billion in 2012. This equates to 4% of consumption expenditure on agricultural commodities (at farm gate prices), and compares to an average 71% in the late 1980s.</p><p> </p><p> </p><p> </p><p>Agricultural commodity prices are a key factor in determining food retail prices but other factors are also important, such as energy prices and exchange rates. Therefore the impact of CAP on consumers' weekly cost of food will be less than the 4% figure reported above.</p><p> </p><p> </p><p> </p><p>There is no agreed OECD methodology to disaggregate estimates to individual EU member states, so these figures are not available at the UK level.</p><p> </p>

star this property answer text <p>£642 million is the total cumulative value of disallowance penalties for the 2007-2013 Single Payment Scheme, a number of smaller 2007-13 CAP schemes, and pre-2007 predecessor schemes. Most of the disallowance related to early problems with the mapping system prior to 2010, but finally settled some years later, after the process of mediation had concluded.</p><p>Defra negotiates hard to reduce the level of disallowance initially proposed by the EU and is also working to reduce the risk of future disallowance by improving domestic systems and controls, and by arguing for a simplification of the current CAP. This includes pushing for a review of the EU’s system for controls - the Integrated Administration and Control System (IACS) - to bring about a more pragmatic and proportionate approach to inspections, checks and penalties.</p><p> </p><p><br></p> more like this

star this property answer text <p>Complexity in CAP rules and the interpretation that EU auditors place on regulations is the root cause of many disallowance corrections. Since 2010, steps taken by Defra have allowed the disallowance penalties incurred in England to be steadily managed at around £50m per year. Throughout this period the Government has challenged claims for disallowance through mediation in the EU and since 2010 reduced the amount of disallowance levied by €285m.</p><p> </p><p> </p><p> </p><p>The Department’s Annual Report and Accounts provides provisions of £64.5m for future disallowance related to historical audits. While future disallowance penalties are difficult to predict, the Government is concerned that the new Horizontal Regulation amends the way that penalty rates are calculated, introducing a ratchet effect, which could greatly increase proposed disallowance penalty corrections, even if the same standards of implementation are maintained. The UK Government believes that a proportionate penalty scheme in the Horizontal Regulation is a priority for CAP simplification and the mid-term review of CAP regulations.</p><p> </p>
