	answer	answer is ministerial correction date of answer 10/06/2015 answer text <p>While the core of the new online Rural Payments system is working well, there have been performance problems around the interface between the customer portal and the back end of the system. 	answer	answer is ministerial correction date of answer 24/02/2015 answer text <p>Under article 13 of EU regulation 809/2014, Member States must require claims to be made by no later than 15 May, and this is the deadline adopted in the UK. Late claims submitted within the next 25 days are subject to a penalty of 1% of the claim for each working day’s delay. Claims already submitted by 15 May can be adjusted after that in some circumstances. We expect that the Rural Payments system, and our provision of support to those who may face any difficulty in applying online, will ensure that all farmers have every opportunity to claim their direct payments by 15 May. 	answer	answer is ministerial correction date of answer 28/07/2015 answer text <p>£642 million is the total cumulative value of disallowance penalties for the 2007-2013 Single Payment Scheme, a number of smaller 2007-13 CAP schemes, and pre-2007 predecessor schemes. Most of the disallowance related to early problems with the mapping system prior to 2010, but finally settled some years later, after the process of mediation had concluded.</p><p>Defra negotiates hard to reduce the level of disallowance initially proposed by the EU and is also working to reduce the risk of future disallowance by improving domestic systems and controls, and by arguing for a simplification of the current CAP. 	answer	answer is ministerial correction date of answer 16/09/2015 answer text <p>Complexity in CAP rules and the interpretation that EU auditors place on regulations is the root cause of many disallowance corrections. Since 2010, steps taken by Defra have allowed the disallowance penalties incurred in England to be steadily managed at around £50m per year. Throughout this period the Government has challenged claims for disallowance through mediation in the EU and since 2010 reduced the amount of disallowance levied by €285m.</p><p> </p><p> </p><p> </p><p>The Department’s Annual Report and Accounts provides provisions of £64.5m for future disallowance related to historical audits. While future disallowance penalties are difficult to predict, the Government is concerned that the new Horizontal Regulation amends the way that penalty rates are calculated, introducing a ratchet effect, which could greatly increase proposed disallowance penalty corrections, even if the same standards of implementation are maintained. This will help streamline the Common Agricultural Policy by reducing overall administrative burden and be fairer for farmers.</p><p>The European Commission has a requirement to review the Greening Ecological Focus Area requirements in 2016 and we expect work to commence in the autumn of this year.
