	answer	answer is ministerial correction date of answer 27/01/2016 answer text <p>The UK supports the G7 Climate Risk Insurance Initiative and is committed to contributing to meeting the collective target set out in the Elmau declaration of helping up to an additional 400 million people in the most vulnerable developing countries to gain access to climate risk insurance by 2020. UK support under the Initiative includes a commitment of up to £100m to African Risk Capacity (ARC) and £15m for the Pacific Catastrophe Risk Assessment and Financing Initiative. Of this, the UK has contributed £32m so far to ARC.</p><p>On scaling up support to weather indexed microinsurance, the UK currently provides some support to livestock insurance in Kenya to improve the product offered to pastoralists and increase the role of the private sector. The UK also provides index-based insurance through the CGIAR climate change, agriculture and food security research programme (CGIAR-CCAFS). In September 2015, the Prime Minister announced that the UK would provide at least £5.8 billion of climate finance over the next five years. 	answer	answer is ministerial correction date of answer 25/01/2016 answer text <p>We are currently in discussions with the World Health Organisation (WHO) regarding who will represent the UK at the meeting of the World Health Organisation's Consultative Expert Working Group in March 2016.</p><p>The UK Government priority is to see a Pooled Fund for Research and Development established with support from WHO Member States, especially those that have not provided funding for this type of work. The UK Government supports systems that separate the market incentives to produce a drug or vaccine from the Research &amp; Development process, prioritise public health need over profit and work in partnership with a wide range of different organisations, covering the public, private and philanthropic sectors. This includes research into understanding the structural drivers that can increase HIV (including gender inequality, stigma and limited livelihood opportunities), HIV prevention technologies (such as microbicides and vaccines) and studies to identify cost-effective ways to deliver HIV services.</p><p /> <p>The Ross Fund will target infectious diseases including malaria, diseases with epidemic potential, neglected tropical diseases which affect over a billion people globally, and antimicrobial resistance which poses a substantial and growing threat to global health. This will be one part of DFID’s balanced portfolio of investments in malaria control, delivered through bilateral and multilateral channels, support to health systems and service delivery and support to research.</p><br /><p>The UK has pledged a contribution to the Global Fund for AIDS, TB and Malaria of up to £1 billion between 2014 and 2016, subject to a 10% donor share cap. This will dramatically improve the lives of millions of people, saving approximately 580,000 lives by preventing 8.4m new malaria, HIV and TB infections. We want to ensure the poorest and most marginalised people in developing countries benefit from the added value digital can bring, including by giving citizens access to information and services quickly and affordably.</p><p>DFID does not currently directly support programmes to facilitate access to the internet in Malawi. DFID is currently developing programme plans for 2016-21 and is exploring how to support an increased uptake of Information and Communications Technology in Malawi.
