star this property answer text <p>The UK has played a leading role in the development of Education Cannot Wait – a fund for education in emergencies. A key focus for Education Cannot Wait will be on ensuring that marginalised children and young people are able to access a quality education. This includes refugees and internally displaced children, as well as children facing barriers to their education because of their gender, disability or other factors.</p><p>This focus is reflected in the Fund’s indicative headline results, which commits to providing “Inclusive education [that] reaches the most marginalised children and young people in crises” with a target of “100% of supported education opportunities demonstrate increase in education for girls, disabled and those in remote locations”.</p><p>The UK will continue to engage closely during Education Cannot Wait’s inception phase, to ensure that this commitment is fully reflected in its final design and results frameworks.</p> more like this

star this property answer text <p>The UK Aid Strategy,<em> Tackling Global Challenges in the National Interest</em>, notes that the government will sharpen oversight and monitoring of all Official Development Assistance (ODA) spend. This will apply to all government ODA spend including through cross-government funds. HM Treasury and DFID will co-chair a working group, reporting to ministers, in order to ensure value for money. DFID officials are working with HM Treasury to agree the remit of this working group. All government departments and funds spending ODA will be invited to attend the group. The group will meet for the first time in spring 2016. In addition, DFID reports UK ODA to the OECD and is responsible for reporting to Parliament on whether the 0.7 per cent GNI/ODA target is met. As part of this, DFID engages with all ODA-spending departments to: collate and quality assure UK ODA spend data for the previous calendar year for reporting to the OECD; monitor ODA spend within each current calendar year to meet the 0.7 per cent GNI/ODA target; and make arrangements for the independent evaluation of the extent to which all ODA provided by the UK represents value for money.</p>

star this property answer text <p>DFID is working with members of the Nigerian New Alliance for Food Security and Nutrition partnership to promote responsible agricultural investment in Nigeria. This includes adoption of the internationally endorsed Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests. The New Alliance partnership in Nigeria has already helped improve market access to 7,290 smallholder farmers and has created 22,670 jobs.</p><p> </p><p>DFID is supporting the Nigerian Presidential Technical Committee on Land Reform to roll out systematic land titling and registration across the country. Under our Growth and Employment in States project, 33,500 parcels of land have already been demarcated and certificates of occupancy are being issued. star this property answer text <p>The Manifesto commitment was made to respond to the urgent need for research to develop new health products for infectious diseases. There is insufficient funding globally available for the development of new drugs and vaccines for neglected diseases and resistance to essential drugs is a growing problem globally. DFID is currently working on a strategy to deliver on this commitment.</p><p> </p><p> </p><p>The UK Government has a strong track record of supporting successful product development research, through public-private Product Development Partnerships (PDPs). In the last ten years, DFID-supported PDPs have developed 11 new drugs, 2 new vaccines and 6 new diagnostic tests. Success is judged not only by cost-effective development of the products but also by ensuring that they are affordable and made available to the poorest in low and middle income countries.</p> more like this

star this property answer text <p>As part of our work to widen access to quality, affordable medicines in developing countries we encourage active dialogue between industry and governments to explore how they can best work together to facilitate access, and will continue to do so. This includes the use of licensing models that are compliant with the World Trade Organisation’s TRIPS agreement on intellectual property rights, and supporting developing countries to utilise TRIPS flexibilities, particularly in the case of national health emergencies. This is in line with the Doha Declaration on Public Health, which we fully support.</p><p> </p> more like this

star this property answer text <p>The UK is a key supporter of the Global Fund and pledged up to £1 billion between 2014 and 2016, subject to a 10% donor share cap. Approximately 50% of Global Fund resources are directed to Middle Income Countries (MICs) and the UK has asked the Global Fund to focus more heavily on marginalised groups in MICs where they do invest.</p><p>The UK is working with the Global Fund and other partners to encourage MICs to develop their own self-financed programmes to combat concentrated epidemics, ensuring that investments are effectively reaching key populations and holding national governments to account so that vulnerable groups are not left behind.</p> more like this

star this property answer text <p>In response to Q311, at the Treasury Committee on Monday 12 December, the Chancellor referenced the process for EU Structural Funds rather than for Horizon 2020.</p><p>The Treasury will underwrite all successful bids for Horizon 2020 that are approved by the Commission, even when specific projects continue beyond our departure from the EU. Government departments will not assess Horizon 2020 grant applications as it is an EU programme, independent of the UK government, and grant funding is awarded by the Commission based on peer review.</p><p>UK businesses and universities should continue to bid for competitive EU funds while we remain a member of the EU, and we will work with the Commission to ensure payment when funds are awarded.</p> more like this
