star this property answer text <p>The UK Aid Strategy,<em> Tackling Global Challenges in the National Interest</em>, notes that the government will sharpen oversight and monitoring of all Official Development Assistance (ODA) spend. This will apply to all government ODA spend including through cross-government funds. HM Treasury and DFID will co-chair a working group, reporting to ministers, in order to ensure value for money. DFID officials are working with HM Treasury to agree the remit of this working group. All government departments and funds spending ODA will be invited to attend the group. The group will meet for the first time in spring 2016. In addition, DFID reports UK ODA to the OECD and is responsible for reporting to Parliament on whether the 0.7 per cent GNI/ODA target is met. As part of this, DFID engages with all ODA-spending departments to: collate and quality assure UK ODA spend data for the previous calendar year for reporting to the OECD; monitor ODA spend within each current calendar year to meet the 0.7 per cent GNI/ODA target; and make arrangements for the independent evaluation of the extent to which all ODA provided by the UK represents value for money.</p>

star this property answer text <p>The UK is a key supporter of the Global Fund and pledged up to £1 billion between 2014 and 2016, subject to a 10% donor share cap. Approximately 50% of Global Fund resources are directed to Middle Income Countries (MICs) and the UK has asked the Global Fund to focus more heavily on marginalised groups in MICs where they do invest.</p><p>The UK is working with the Global Fund and other partners to encourage MICs to develop their own self-financed programmes to combat concentrated epidemics, ensuring that investments are effectively reaching key populations and holding national governments to account so that vulnerable groups are not left behind.</p> more like this

star this property answer text <p>The UK supports the G7 Climate Risk Insurance Initiative and is committed to contributing to meeting the collective target set out in the Elmau declaration of helping up to an additional 400 million people in the most vulnerable developing countries to gain access to climate risk insurance by 2020. UK support under the Initiative includes a commitment of up to £100m to African Risk Capacity (ARC) and £15m for the Pacific Catastrophe Risk Assessment and Financing Initiative. Of this, the UK has contributed £32m so far to ARC.</p><p>On scaling up support to weather indexed microinsurance, the UK currently provides some support to livestock insurance in Kenya to improve the product offered to pastoralists and increase the role of the private sector. The UK also provides index-based insurance through the CGIAR climate change, agriculture and food security research programme (CGIAR-CCAFS). In September 2015, the Prime Minister announced that the UK would provide at least £5.8 billion of climate finance over the next five years. This is likely to include further support for climate risk insurance.</p>

star this property answer text <p>To increase transparency and accountability, EU Member States are required to input details of all humanitarian aid allocations on to the European Emergency and Disaster Response Information System (EDRIS). Information on all humanitarian assistance provided by EU Member States globally can be found on EDRIS.</p><p>Response to Humanitarian Emergency is led and co-ordinated by the affected country. This is the case for humanitarian emergencies that occur in EU Member States and globally. We would not expect any humanitarian response to be EU-led.</p><p> </p><p>Individual EU Member States lead on humanitarian operations within their sovereign territories but can seek EU assistance through the EU's Civil Protection Mechanism and international assistance through the UN.</p> more like this
