star this property answer text <p>The government remains committed to supporting credit unions, which provide vital services to financially under-served communities and contribute to the diversity of the UK’s financial services sector.</p><p> </p><p>At Autumn Budget 2018, the Chancellor announced a two-year pilot of a new prize-linked savings scheme offered through credit unions. This will support the credit union sector through increased membership, awareness and deposits, as well as encouraging participants to build up savings to help them cope with financial shocks.</p><p> </p><p>At Autumn Budget 2018 the Chancellor also announced a new £2 million challenge fund to promote innovative solutions from the UK’s Fintech sector to address challenges faced by social and community lenders, including credit unions.</p><p> </p><p>This Government believes improving governance in the sector is best led by the sector itself, and supports the work of industry bodies in this regard.</p> more like this

star this property answer text <p>The Government takes the issue of investment fraud very seriously and is committed to protecting people and pursuing those who perpetuate scams wherever possible. In the area of pension scams in particular, the Government introduced regulations to ban pensions cold calling which came into force in early January 2019. Firms who break the rules could face penalties of up to half a million pounds.</p><p> </p><p>If fraudulent investments were recommended by an authorised financial advisor, the consumer can seek redress by the advisor’s firm by bringing the case to the Financial Ombudsman Service (FOS).</p><p> </p><p>In the event that the authorised financial adviser is responsible or a UK authorised collective investment scheme fails, consumers also have access to Financial Services Compensation Scheme protection. The FSCS provides compensation to customers of financial services firms that have failed. Since 2011 the FSCS has paid over £60 million to claimants.</p> more like this

star this property answer text <p>HMRC is promoting Help to Save to potential customers through established channels including the Tax Credit digital service, HMRC helplines, Jobcentres, and HMRC App. Initial research suggested that this is the most appropriate way of reaching the eligible population.</p><p> </p><p>HMRC has publicised the scheme through social media and had positive coverage in national, regional and consumer media. HMRC is also engaged with local authorities and housing associations nationwide, along with a wider national stakeholder network including Citizens Advice and the Money Advice Service.</p><p> </p><p>HMRC is currently sending out text messages with details of the scheme to potentially eligible customers who have yet to open an account. Plans are also in place to send letters to individuals who may be eligible for the scheme.</p><p> </p><p>HMRC has also developed new relationships with organisations offering salary deduction services to major UK employers, allowing employees to sign up to the scheme while making savings easier through automatic deductions.</p><p> </p><p>HMRC will continue to review how best to maximise take-up, and is increasing its understanding of customer interest and behaviour throughout these early stages of the scheme.</p>

star this property answer text <p>It is important that consumers have access to suitable insurance products at the right price. The government remains in regular discussion with the insurance industry and other interested parties, including the Financial Conduct Authority (FCA), on the provision of insurance in the UK.</p><p> </p><p>Insurers make decisions about the terms on which they will offer cover following an assessment of the relevant risks. This is usually informed by the insurer’s claims experience and other industry-wide statistics.</p><p> </p><p>The Government does not intend to intervene in the commercial decisions of insurers as this could damage competition in the market. The respective capabilities of insurers to assess risk is a key element on which they compete. This competition is important and should lead to better products and lower prices for consumers overall.</p><p>In addition, on 31st October 2018 the FCA announced the details of a market study into the pricing practices used by insurers. The market study will give the FCA a deeper understanding of the scale of any harm to consumers from insurance pricing practices, who it affects and, if required, what actions are required to improve the market. The FCA expects to release its interim report in Summer 2019.</p><p> </p><p>Consumers are encouraged to shop around for the most suitable cover at the best price. star this property answer text <p>The Regulation of consumer credit is a matter for the Financial Conduct Authority (FCA). The government has given the FCA strong powers to protect consumers.</p><p> </p><p>FCA rules are based on the principle that money should only be lent to a consumer if they can afford to repay it. The rules set out what is expected of firms, and the sanctions if they lend irresponsibly. The FCA requires all lenders to treat customers fairly, and to establish appropriate policies for dealing with vulnerable customers.</p><p> </p><p>Treasury ministers and officials meet regularly with the FCA, and the government will continue to work closely with the FCA to ensure all customers are treated fairly.</p> more like this

star this property answer text <p>The government regularly engages with insurers and their representatives.</p><p> </p><p>The government recognizes that various factors can impact on availability, pricing and terms of insurance policies. A conviction can be an indicator of risk. As such, some, but not all insurers use previous convictions as a rating factor.</p><p> </p><p>The respective capabilities of insurers to assess risk is a key element on which they compete. We do not prescribe the terms, conditions or price that insurance companies may set when offering insurance. This competition is important and should lead to better products and lower prices for consumers overall.</p><p> </p><p>However, when a conviction has been spent, it need not be disclosed and insurers are under a legal obligation to disregard it under the Rehabilitation of Offenders Act 1974, as amended by the Legal Aid, Sentencing and Punishment Act 2012.</p><p> </p><p>The government believes that it is important that consumers have access to suitable insurance products at the right price. star this property answer text <p>The Government recognises that widespread free access to cash remains extremely important to the day-to-day lives of many consumers and businesses in the UK. Government will continue to engage with industry to ensure that widespread free access is maintained.</p><p> </p><p>The Payment Systems Regulator (PSR), which Government set up as an independent regulator in 2015 with a statutory objective to ensure that the UK’s payment systems work in the interests of their users, is monitoring developments within ATM provision, and is conducting ongoing work on the impact that changes may have. The PSR has recently published a summary of their work to date, which can be found at https://www.psr.org.uk/psr-focus/the-UK-ATM-network.</p><p> </p><p>The PSR has committed to using its powers to act should any of the firms it regulates behave in a way that conflicts with its statutory objectives.</p><p>LINK, the main scheme behind the UK’s ATM network, has assured us and the PSR that industry is committed to maintaining an extensive network of free-to-use cash machines, and to ensuring that the present geographical spread of ATMs is maintained. LINK has announced plans to bolster its Financial Inclusion Programme, which ensures the provision of ATMs in certain areas, where demand would not otherwise make one viable. LINK has also committed to protecting all free-to-use ATMs which are a kilometre or more from the next nearest free-to-use ATM, and to ensuring that any community that loses ATM access because of a branch closure has a free ATM provided.</p><p> </p><p>In addition, LINK will set up publicly available monitoring on its website of every area of the country showing free ATM availability, and highlight any areas where free ATM availability is lost.</p>
