We aim to resolve Section 95 applications received from people in Initial Accommodation within 3 days and other applications from people staying in private accommodation within 10 days. All cases are considered on their own merits, in some cases applicants are asked to provide further information before a decision on eligibility can reached. We do not believe that a Conference mandated by this resolution will lead to effective progress on nuclear disarmament. It will not address the serious threats to international peace and security posed by nuclear <del class="ministerial">non</del> proliferation nor will it take account of the international security environment. The Tbilisi Declaration was adopted by the OSCE Parliamentary Assembly and not by the Government. 	question text	To ask Her Majesty's Government under what authority the Crown Prosecution Service (CPS) has agreed a definition of racially and religiously aggravated crime that is wider than the legal definition under the Crime and Disorder Act 1998 and Criminal Justice Act 2003, as indicated in the CPS Public statement on prosecuting racist and religious hate crime published in August.

	answer	answer is ministerial correction date of answer 16/11/2017 answer text <p>In order to charge and prosecute hate crimes, the CPS uses the legal definition provided by the Crime and Disorder Act 1998 and Criminal Justice Act 2003. The shared police and CPS definition of hate crime is based on the perception of the victim or any other person and allows for case flagging and monitoring as well as appropriate victim support, it does not affect the charge.</p><p>This flagging definition comes from the recommended definition in the Macpherson report which was published in 1999 as a result of the inquiry into the murder of Stephen Lawrence. The Macpherson Report found a lack of confidence within communities that hate crime was being treated seriously by the police and Criminal Justice System and recommended that the definition of a racist incident should be, ‘any incident which is perceived to be racist by the victim or any other person’. Putting the victim’s perception at the heart of the definition gives a clear signal that, once flagged as a hate crime, an appropriate investigation will follow and evidence to support the law on hostility will be proactively sought. The plans are at an early stage. The Government has asked Sir David Higgins to produce a Plan for bringing the benefits of high speed rail to the north more quickly, as well as initial proposals for faster east-west connections – including options on route, timescales and cost, and to deliver this in the Autumn. 	answer	answer is ministerial correction date of answer 26/06/2014 answer text <p>The Government's Mandate to NHS England, sets out our ambitions for the health service, which include an objective that NHS England ensures clinical commissioning groups work with local authorities to ensure that vulnerable people, particularly those with learning disabilities and autism, receive safe, appropriate, high quality care. NHS England sets out how it will achieve the objectives in the Mandate in its 2014-15 – 2016-17 business plan. The Government will hold NHS England to account for its achievement.</p><p> </p><p><em>Everyone Counts: Planning for Patients 2014/15 to 2018/19</em>sets out a framework within which commissioners will need to work with providers and partners in local government to develop five year plans to secure the continuity of sustainable high quality care for all. Building on <em>Everyone Counts</em>, NHS England is beginning a programme of work to consider how to improve quality of and access to health care for people with learning disabilities. Within the framework there is specific reference to <em>Transforming Care: A national response to Winterbourne View Hospital. </em>This is a non-negotiable item that NHS England expects to be part of every relationship between commissioners and providers. In this respect papers have been circulated on <del class="ministerial">five</del> <ins class="ministerial">four</ins> key pillars on which the agenda may be progressed. These are prosperity (trade), sustainability, security and fairness.
