	answer	answer is ministerial correction date of answer 09/02/2015 answer text <p>The majority of refugees displaced from Syria, an estimated 3.8 million people, remain in countries neighbouring Syria. That is why the Government has committed £700 million to the emergency response in the region, the second largest bilateral contribution after the USA, helping hundreds of thousands of people in need. <br><br>We have not undertaken a formal assessment of the motivation for Syrian migrants to try to reach the European Union, or the routes they choose to get here. However, given the scale of the crisis in Syria and the hardship and human suffering it has caused, it is to be expected that some Syrians will seek to leave the region by whatever routes are available.</p><p>With millions of people in need in Syria and the region, the Government believes that humanitarian aid and actively seeking to end the conflict are the most effective ways for the UK to help the majority of those displaced, rather than larger scale resettlement. We have made our position on this clear in relevant discussions with the United Nations High Commissioner for Refugees (UNHCR), for example at the UNHCR Global Resettlement Pledging Conference in Geneva on 9 December 2014. 	answer	answer is ministerial correction date of answer 30/12/2015 answer text It is difficult to ascertain with complete certainty the numbers of civilian casualties as a direct result of Russian attacks, though there are numerous, credible open source reports of civilian casualties as a result of Russian air strikes. Although Russian claims to be targeting Daesh, 75 per cent of their strikes have been against other targets. We continue to urge Russia to end strikes against the moderate opposition and, instead, to use its political leverage over the Assad regime to stop the regime’s indiscriminate bombing against civilians. 	answer	answer is ministerial correction date of answer 19/01/2017 answer text <p>First, I would like to make clear my admiration for the dedication, professionalism and courage shown by soldiers and police officers in Northern Ireland throughout the Troubles. As we made clear in our 2015 Northern Ireland manifesto, this Government will never forget the debt of gratitude we owe them and will never accept any form of equivalence between those who upheld democracy and the rule of law, and those who engaged in terrorism or other forms of paramilitary activity.</p><p> </p><p>This Government understands the concept of parity of esteem, as set out in the 1998 Belfast Agreement, as placing a general obligation on the UK Government to govern in the interests of the whole community and to treat people of different traditions fairly and with equal respect. In the Agreement it is clearly expressed and defined in relation to people living in Northern Ireland. As a general obligation there is no definition of particular circumstances in which it does or does not apply.</p><p> </p><p>The vast majority of the more than 250,000 men and women who served in the Royal Ulster Constabulary and the Armed Forces in Northern Ireland during the Troubles carried out their duties with exemplary professionalism. However, everyone is equal under the law and, where there is evidence of wrongdoing, this should be investigated.</p><p> </p><p>The current mechanisms for investigating the past do not reflect that 90 per cent of deaths in the Troubles were caused by terrorists and are disproportionately focussed on the actions of soldiers and police.
