The recent publication of data from the Active Lives: Children and Young People survey confirms that active children are happier: the most active children report a mean happiness score of 7.5 (out of 10), compared to 6.8 for those who are less active. Benefits include building confidence, managing anxiety and depression, and increasing self-esteem, cognitive skills and improving learning and attainment.</p><p> </p><p>In December last year the Department of Health and Social Care and Department for Education published Transforming children and young people’s mental health provision: a green paper, which highlighted how important physical activity is for good mental health and wellbeing. 	answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>On 10th January 2019, Government announced a new funding commitment from bookmakers worth an estimated £3m this year to ensure the welfare of greyhounds is protected and improved. We expect thousands of racing greyhounds are to be better cared for as a result of this new deal. The commitment is set to increase the total amount of funding from bookmakers to the British Greyhound Racing Fund to an estimated £10m this year.</p><p>The Greyhound Board of Great Britain (GBGB), responsible for the governance, regulation and management of the sport of licensed greyhound racing in England, Scotland and Wales, has committed to improve licensing and inspection standards on and off track. I look forward to meeting with them and the Greyhound Forum in the coming weeks to discuss this work further. A full audit of trainers’ residential kennels is underway to prioritise upgrades and GBGB has allocated £400,000 specifically for kennel upgrades in 2019. Sport England has committed up to £194 million of investment into children and young people over the next four years, which includes the Families Fund: up to £40 million invested in projects that offer new opportunities for families with children to be active together. Sport England will also provide specialist training to at least two teachers in every secondary school in England by 2020, and will invest £28m into Satellite Clubs between 2017-2021.</p><p> </p><p>DCMS are working closely with the Department for Education and the Department of Health and Social Care on a new School Sport and Activity Action plan, which will be published in Spring 2019. This is higher than in 2012, when 21% of boys and 16% of girls met the guidelines. However this excludes school-based activities and active travel. This survey launched in schools in September 2017 and will measure in much more detail how children and young people engage in sport and physical activity, and how many are meeting the Chief Medical Officer's guidelines, both in and out of school. The Gambling Commission were asked to make recommendations considering three high level objectives:</p><p> </p><ol><li>The regulatory framework for society lotteries should not be overly burdensome and new entrants should not face unnecessary barriers;</li></ol><p> </p><ol start="2"><li>Public trust and confidence in society lotteries and the good causes with which they are associated should be maintained;</li></ol><p> </p><ol start="3"><li>Reform should not jeopardise the position of the National Lottery and its returns to good causes.</li></ol><p> </p><p>This advice was published in June 2018 alongside the consultation on society lotteries which closed on 7 September 2018.</p><p> </p><p>Evidence from the Gambling Commission suggests that to date society lottery sales have not significantly impacted the National Lottery. Any changes must maintain this balance, enabling society lotteries to grow without detriment to the National Lottery.</p><p> </p><p>The consultation received over 1,600 responses and my officials are now in the process of considering the range of views that were submitted, including evidence about the potential impact on the National Lottery. Their most recent figures from March 2017 show there are 319 lotteries that hold two licences. One licence is required to sell by remote channels (such as online or over the telephone) and a separate licence is required to sell by non-remote channels (in person).</p><p> </p><p>There are three charities that hold multiple licences. These are Macmillan, Royal British Legion and Age UK.</p><p> </p><p>Some societies also come together under a common umbrella brand, managed by licensed External Lottery Managers. This set out measures to strengthen protections around gaming machines, including cutting the maximum stake on B2 machines from £100 to £2, and on online gambling and gambling advertising. It also set out action on treatment and support for those who experience harm, including initiatives to improve the evidence on treatment needs and effectiveness, expand access to existing services and strengthen the voluntary system for funding support. Gambling operators who advertise in the UK must comply with the advertising codes, which aim to ensure gambling advertising does not appeal particularly to children or young people or exploit vulnerable people.</p><p> </p><p>We considered advertising as part of our Review of Gaming Machines and Social Responsibility and our response set out a package of measures to strengthen protections further. These include strengthened guidance from the Committees of Advertising Practice (CAP) on protecting vulnerable people, tougher sanctions for operators who breach advertising codes and a multi-million pound safer gambling advertising campaign.</p><p> </p><p>The Industry Group for Responsible Gambling has announced that it will extend its voluntary commitment not to advertise on TV before 9pm to include advertising during sporting events. Its industry-wide code for socially responsible advertising also requires all TV adverts to feature a responsible gambling message for the duration of the advert. These include a ‘whistle to whistle’ ban on all TV betting adverts during pre-watershed live sport, including for 5 minutes before and after play, an end to betting adverts around highlight shows and re-runs, and an end to pre-watershed bookmaker sponsorship of sports programmes. Child sexual abuse investigations and statistics are managed by the police.</p><p> </p><p>The latest figures from Operation Hydrant, which coordinates non-recent child sexual abuse and exploitation investigations concerning institutional settings, show 329 sport institutions as being on the Operation Hydrant database up to and including 30 September 2018.</p><p> </p><p> </p><p>Operation Hydrant has also published separate statistics relating to non-recent child sexual abuse in football, up to and including 29 March 2018. These show that, at the time of publication, there were 849 alleged victims and 300 alleged suspects of non-recent child sexual abuse in football. These figures do not show in which years the alleged abuse took place, nor the relationship between the alleged perpetrator and victim. Since March 2018, football-related statistics have been captured in the Operation’s broader quarterly statistics.</p><p> </p><p>Ensuring that sport is a safe environment for all young people is one of my top priorities, and my department works closely with Sport England and the Child Protection in Sport Unit to strengthen provision wherever possible.
