The scheme is now hugely successful.</del> <del class="ministerial">This year the</del> <ins class="ministerial">The </ins>Warm Home<ins class="ministerial">s</ins> Discount will<ins class="ministerial"> increase to</ins> give eligible low-income bill payers £140 money off their energy bills, helping over 2 million people including 1.4 million of Britain’s most vulnerable pensioners.</p><p>There has been consideration of the role of differentiated tariffs as part of the Hills Review of Fuel Poverty, and in the development of Fuel Poverty: Framework for future action and Cutting the cost of keeping warm, the consultation to prepare for a new fuel poverty strategy.</p><p>We continue to monitor the impacts of the Ofgem’s Retail Market Review and wider Government action to ensure consumers are treated fairly in the energy market and are better able to the choose a deal that suits them. For example, on 2 September, G7 Finance Ministers announced their intention to introduce an oil price cap mechanism related to Russian oil. The cap consists of a ban on services related to the maritime transport of Russian oil products sold above a collectively-agreed price cap, with an exception for those sold below the cap. It aims to reduce Russian energy revenues while avoiding a spike in global prices. On 8 September, the UK announced an 'Energy Price Guarantee' and a new Energy Supply Taskforce which will negotiate with domestic and international suppliers to agree long-term contracts that reduce the price they charge for energy and increase the security of its supply to help tackle rising energy prices. 	answer	answer is ministerial correction date of answer 24/02/2023 answer text <p>No such assessment has been made by the department.</p><p> </p><p>The Government understands the pressures people are facing with the cost of living, including disabled people, and has taken further, decisive action to support people with their energy bills. The Energy Price Guarantee is supporting millions of households with rising energy costs in addition to other cost of living support delivered last year, which includes:</p><p> </p><ul><li>The £400 non-repayable discount to eligible households provided through the Energy Bills Support Scheme;</li><li>A Disability Cost of Living Payment of £150 to six million people in recognition of the extra costs they face, including with energy costs;</li><li>Up to £650 in Cost of Living Payments for the eight million households in receipt of a means-tested benefit; and</li><li>A one-off payment of £300 through, and as an addition to, the Winter Fuel Payment from November to pensioner households.</li></ul><p> </p><p>For those who require additional support, the current Household Support Fund, running in England from 1 October 2022 to 31 March 2023, is providing £421 million of funding. The devolved administrations have been allocated £79 million through the Barnett formula.  The Household Support Fund will continue until March 2024. This year long extension allows local authorities in England to continue to provide discretionary support to those most in need with the significantly rising cost of living. The devolved administrations will receive consequential funding as usual to spend at their discretion.</p><p> </p><p>In 2023/24, we are uprating all benefit rates and State Pensions by 10.1%. In order to increase the number of households who can benefit from these uprating decisions, the benefit cap levels are also increasing by the same amount.</p><p /><p>In addition, for 2023/24, households on eligible means-tested benefits will get up to £900 in Cost of Living Payments. This will be split into three payments of around £300 each across the 2023/24 financial year. A separate £300 payment will be made to pensioner households on top of their Winter Fuel Payments, and individuals in receipt of eligible disability benefits will receive a £150 payment. Therefore, we are providing support worth £9.1bn in 2022-23 composed of:</p><p> </p><p>A £200 discount for households delivered via their energy bill this autumn, paid back automatically over the next 5 years, spreading the increased costs of global prices over time in a way that is more manageable for households.</p><p> </p><p>A £150 non-repayable cash rebate to 80% of households to help with rising costs now, delivered as a payment from government to Local Authorities, for implementation from this April via a payment to all households in Council Tax Bands A-D.</p><p> </p><p>£144 million of discretionary funding for Local Authorities to support households who need support but are not eligible for the Council Tax reduction.</p><p> </p><p>There is also our £500m Household Support Fund which will help vulnerable households, including pensioners, with the costs of essentials this winter – local authorities will ensure it reaches those who need it most, and 50% of the funding is ringfenced for households with children.</p><p> </p><p>This is on top of wider support available for vulnerable households, elderly and low-income people this winter. These schemes include the Warm Home Discount, which is being expanded to 3m people and increased to £150, up to £300 Winter Fuel Payment for all households with at least one member above State Pension age and a £25 per week Cold Weather Payment.
