In April 2021, we introduced our new model of Shared Ownership, which forms a major part of our £11.5 billion Affordable Homes Programme (AHP). <br> <br> The AHP aims to deliver up to 180,000 new homes, should economic conditions allow. Up to half of these homes will be for the new model of Shared Ownership. To further increase the availability of new model Shared Ownership homes, we have also introduced the Right to Shared Ownership. 	answer	answer is ministerial correction date of answer 06/12/2022 answer text <p>We are clear that no one should be refused access to businesses or services, including shops or venues, because they legitimately have an assistance dog.</p><p>Under the Equality Act 2010 (the Act), businesses that provide goods and services to the public must not unlawfully discriminate against people who meet the Act’s definition of disability. The Act places a duty on service providers to make reasonable adjustments to improve access to premises, buildings and services.</p><p>This duty could include allowing access to guide dogs or assistance dogs so that disabled customers have the same access to goods and services and are not placed at a substantial disadvantage compared to non-disabled customers. Failure to comply with this duty could amount to unlawful disability discrimination.</p><p>The Equality and Human Rights Commission has published guidance for all businesses, including service providers, on their duty towards disabled people who own assistance/guide dogs. The guidance explains that assistance dogs should be treated as auxiliary aids and not as pets. The responsibility of providing this access lies at Local Authority level, and the Government continues to encourage Local Authorities to support swimming facilities.</p><p>At the Budget, we announced a dedicated £63 million support package for swimming pools, which is targeted at addressing cost pressures facing public swimming pool providers. It will also help provide investment in energy efficiency measures to reduce future operating costs and make facilities sustainable in the long-term.</p><p>Details of the eligibility process will be published shortly, however, this fund will focus on those public swimming pool providers whose cost pressures are most acute, leaving them most vulnerable to closure. The Government intends for community and charitable trusts to be eligible to receive this funding. 	answer	answer is ministerial correction date of answer 25/02/2022 answer text <p>It is for local authorities to identify the size, type and tenure of housing needed for different groups in the community, including those who require affordable housing, and reflect this in planning and other policies.</p><p>The Government has given local authorities a comprehensive range of tools to enable local authorities to deliver social housing, including through their own housebuilding programmes. This includes our £11.5 billion Affordable Homes Programme which councils can bid for, and the abolition of Housing Revenue Account (HRA) borrowing cap in 2018. Local authorities have also been given more freedom on how they can spend the money they receive from Right to Buy sales on replacement homes as well as continued access to low cost borrowing via the Public Works Loan Board.
