star this property answer text <p>Defra’s consultation document ‘Health and Harmony: the future for food, farming and the environment in a Green Brexit’ invited views on proposals for future agriculture policy in England.</p><p> </p><p> </p><p> </p><p>The consultation, which closed on 8 May, sought the views of those in the industry – including the farming unions – on our proposals to make sure future policies reflect the reality of life for farmers and food producers. Over 40,000 responses were received from a wide range of stakeholders including farmers, environmental, and food and farming related organisations and the general public. All responses are being analysed and will be used to inform future policy.</p><p> </p> more like this

star this property answer text <p>While the core of the new online Rural Payments system is working well, there have been performance problems around the interface between the customer portal and the back end of the system. That one area was not consistently stable and it was having a negative effect on the rest of the service.</p><p> </p><p> </p><p> </p><p>As a result, the Rural Payments Agency (RPA) switched the approach to delivery of the Basic Payment Scheme in 2015 to one where farmers and their agents use existing forms to complete their claims by the extended deadline.</p><p> </p><p> </p><p> </p><p>Over the longer term we will continue to work on a user-friendly web interface - but for this claim year the priority is making sure farm businesses get the help and support they need to get their claims in on time.</p><p> </p><p> </p><p> </p><p>We are currently assessing the additional costs from the revised approach.</p><p> </p><p> </p><p> </p><p>The RPA will be making full payments as early as possible in the payments window, which opens in December.</p><p> </p>

star this property answer text <p>The Basic Payment Scheme (BPS), implementing the new Common Agricultural Policy, with its requirements and administrative checks, has created a number of challenges. The Rural Payments Agency focus has always been to pay as many claims as promptly as possible from the opening day of the payment window in December 2015. 99% of BPS 2015 claims have now received a payment.</p><p> </p> more like this

star this property answer text <p>The application window for the Basic Payment Scheme 2018 opened on 13 March and over 71,000 applications were submitted online by the 15 May initial regulatory deadline. In addition, a paper application was provided to those that chose not to use the online system. Applications can still be submitted up until 10 June, the final regulatory deadline, but penalties will apply.</p><p> </p><p>The Government is not aware of any delays to the service and as such there are no plans to extend the deadlines.</p> more like this

star this property answer text <p>On 27 February the Government launched the consultation document ‘Health and Harmony: the future for food, farming and the environment in a Green Brexit’.</p><p>Our new agricultural policy will be underpinned by payment of public money for the provision of public goods such as those delivered through forestry. In the consultation document, capital grants are listed as one of the potential elements of a future environmental land management system.</p><p>The results of the consultation will help to inform our future policy.</p> more like this
