	answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. When we made this commitment in 2019, the total farm support provided to Welsh farmers that year was £337 million. 	answer	answer is ministerial correction date of answer 29/01/2021 answer text <p>As set out in the Agricultural Transition Plan this Government will provide funding to create lasting opportunities for new entrants to access land, infrastructure and support to establish successful and innovative businesses.</p><p> </p><p>Funding for this new entrant scheme will be allocated from savings resulting from reducing direct payments helping new farmers to access opportunities in the sector in future.</p><p> </p><p>The details and eligibility criteria of the new entrant scheme are being developed through a consultative co-design process with stakeholders. The co-design steering group includes representatives of local authorities with council farm estates, new entrant farmers, providers of innovation support for new farmers, cooperative and community land organisations and private landowners. We will also be engaging a wide range of stakeholders through workshops on key issues between February and May 2021. We will report more details of the scheme in the summer of 2021 and aim to launch the scheme in 2022.</p><p> </p><p>During the agricultural transition the Government also intends to offer eligible farmers the option of a lump sum payment in place of future Direct Payments if they wish to leave the industry. By making it easier for those farmers who wish to retire to do so, the lump sum payment should free up more land for new entrants to start up. 	answer	answer is ministerial correction date of answer 04/12/2023 answer text <p>Good Agricultural and Environmental Condition (GAEC) cross compliance rules 1, 4, 5 and 7a are not fully replicated in existing domestic legislation as follows.</p><p> </p><p>GAEC 1, which requires the maintenance of green cover, non-cultivation of land and spraying of pesticides within two metres of a water course. Domestic legislation, the Farming Rules for Water, however, provides rules preventing the application of manure and fertiliser close to a water course. It also prescribes that farmers must take all reasonable precautions to prevent pollution from cultivation practices, such as spraying pesticides. The use of pesticides is also set out in the Code of Practice for using Plant Protection Products.</p><p> </p><p>GAEC 4 and GAEC 5, which require a minimum soil cover and measures to minimise soil erosion. Again, the Farming Rules for Water sets out generalised soil cover and erosion measures where it may prevent agricultural diffuse pollution. There is no reference to mitigation of wind erosion in the Farming Rules for Water. GAEC rules 4 and 5 are not covered elsewhere in domestic legislation.</p><p> </p><p>GAEC 7a, which requires the maintenance of green cover within two metres of the centre of a hedge and the prohibition of cutting a hedge between 1 March and 31 August. Also, the removal of stone walls, earth and stone banks. Defra has recently consulted on new legislation to replace the cross compliance hedgerow protections.
