star this property answer text <p>71 of the 88 recommendations made in the report of the Zahid Mubarek inquiry were implemented in full.</p><p>Of the remaining recommendations, 15 were either partially implemented or superseded by other developments. Two were rejected at the time of implementation. Action to improve prison safety and security continues alongside reforms to overhaul the system to focus on the rehabilitation of offenders. We are tackling the supply and demand of drugs, drones and phones, which drive prison violence and undermine safety.</p><p>We are redoubling our efforts to address the record levels of self-harm. We have taken immediate action to strengthen the frontline. We have passed our target to recruit 2,500 extra prison officers, seven months ahead of schedule. Over 3,100 new staff are in post. This will allow us to implement the key worker role, allowing staff dedicated time to provide support to individual prisoners, which will help us deal with emerging threats and to improve safety.</p><p>We are not aware of any recent representations from Mr Justice Keith.</p>

star this property answer text <p>The Charlie Taylor review of the Youth Justice System proposed that Secure Schools are developed to replace Young Offender Institutions (YOIs) and Secure Training Centres (STCs). The government accepted the principles of Charlie’s proposal, but in doing so noted that this new concept will need to be gradually tested before any decisions are made about the wide roll-out required to achieve this long-term vision. Any decisions to decommission places in the existing secure estate will need to be considered in this context and made on a case by case basis.</p> more like this

star this property answer text <p>There are times when an offence is so serious that custody is the only option. However, we are clear that this should be a last resort and the sentence length should be appropriate and proportionate. That is why we have a range of targeted community sentences which can be tailored based on the needs of children.</p><p>The government has worked to provide robust community sentences, and between 2007 to 2017 there has been a 73% drop in the number of young people sentenced to custody[1]. In 2017, 68% of all youth sentences were community sentences and only 7% were custodial sentences.</p><p>We are focusing on tackling the factors that put young people at risk of offending and are working across government to ensure we respond properly to the needs of vulnerable young people before they reach the criminal justice system. The number of FTEs into the Youth Justice System has fallen by 86% over the last 10 years, and by 10% in the latest year[2].</p><p>For those children that do receive a custodial sentence, it is important that custody rehabilitates them. We currently have a Youth Justice Reform Programme which aims to improve standards in custody and puts a focus on health, wellbeing and education. We have accepted the recommendations of the Lammy Review into the treatment of, and outcomes for, Black, Asian and Minority Ethnic individuals in the criminal justice system and are committed to driving out discrimination wherever it exists.</p><p> </p><p>Supplementary table 7.18 to the <em>Youth Justice Annual Statistics</em> contains comparative information on the average monthly youth custody population by region and ethnicity for those in custody during each year from 2012 to 2017. star this property answer text <p>Discipline procedures are central to the maintenance of a safe, decent and rehabilitative custodial environment. They require adjudications to be conducted lawfully, fairly and justly. Only Independent Adjudicators, who are District Judges or Deputy District Judges, can, in cases deemed to be sufficiently serious, make an award of additional days. All prisoners have a full opportunity to hear what is alleged against them and to present their case. Young or vulnerable prisoners, who may lack experience of adjudications, are encouraged to request help from an advocate. The most serious offences are referred to the police.</p><p> </p><p>The tables attached provide statistics on the number of young adult prisoners awarded additional days following proven adjudications between 2013 and 2017 for each prison, by age group.</p> more like this

star this property answer text <p>We keep levels of safety at all prison establishments under constant review, using data for assaults, self-harm incidents and self-inflicted deaths, HMIP inspection reports and the outputs of internal assurance reviews of safety, supplemented by ongoing operational intelligence. Published statistics for a range of measures of safety, including data for individual prisons, can be found at:</p><p><a href="https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-december-2017" target="_blank">https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-december-2017</a>.</p><p> </p><p>The levels of violence, suicide and self-harm in our prisons are far too high and we are taking urgent action to address these problems.</p><p> </p><p>Assaults on our hardworking staff will never be tolerated. We are ensuring that prison officers have the tools they need to do the job, rolling out body-worn cameras, police-style handcuffs and restraints, and trialling PAVA incapacitant spray.</p><p> </p><p>Our recruitment drive is vital to ensuring prisons are safe, secure and decent so they can successfully rehabilitate offenders, and 90 per cent of our additional 3,111 prison officers are due to be in post by the summer.</p>

This information is produced on an annual basis and is published after the end of each financial year.</p><p> </p><p>Information on prison expenditure for previous financial years can be accessed in the Prison and Probation Performance Statistics pages for each financial year on the <a href="http://www.gov.uk" target="_blank">www.gov.uk</a> website.
