star this property answer text <p>We encourage concrete progress towards improving human rights in Western Sahara in discussions with the parties to the dispute over the territory, and at the UN Security Council. The Minister for the Middle East and North Africa, my right Hon. Friend the Member for Faversham and Mid Kent (Mr Robertson), discussed human rights in Western Sahara during his visit to Morocco in March. We welcome Morocco's recent commitments to investigate complaints of human rights violations made to the National Council for Human Rights within three months, and to end military tribunal trials for civilians.</p><p> </p><p>Demining teams from the UN peacekeeping operation in Western Sahara (MINURSO), the Moroccan Army and Polisario continue to co-operate to clear unexploded ordnance on both sides of the Moroccan wall.</p><p> </p> more like this

star this property answer text <p>Concerns about torture were raised in the last EU-Uzbekistan human rights dialogue which took place in November 2013. Specifically, concerns were raised about reports of torture of detainees and there was discussion focussed on encouraging progress towards establishing a National Preventive Mechanism (NPM) on torture.</p><p>The UK has significant concerns about the human rights situation in Uzbekistan, as reflected in the Foreign and Commonwealth Office's annual human rights report. Torture is one of the issues which we continue to raise both in multilateral contexts such as the EU Human Rights Dialogue and through our bilateral contacts with the Government of Uzbekistan. I had wide ranging discussions, including on human rights, during my recent visit to Uzbekistan in April, and more recently during a meeting in London with the Uzbek Ambassador here.</p><p>In a bilateral context, our Embassy in Tashkent funds a range of projects in support of good governance, human rights and the development of civil society. In relation to torture prevention, we have promoted British experience of criminal justice reform and have shared UK expertise to support the development of Uzbekistan's NPM against torture. Our Embassy also contributes to discussions between the Uzbek authorities and its international partners to encourage criminal justice reform.</p>

star this property answer text <p>The UK shares the concerns of the US about the Anti-Homosexuality Act in Uganda and notes the US's recent decision to apply existing visa mechanisms, redirect some healthcare support, end support for a community policing project, and cancel a military aviation exercise in response to the passing of the legislation. The UK is working closely with international partners to register its concerns, to seek assurances about the protection of individuals, and to initiate dialogue about improving protection of minority rights. <br><br>The UK is engaging closely with civil society groups in Uganda working to support inclusivity, diversity, and tolerance, and to consult with them about the most appropriate next steps.</p><p><br>With our support, EU Heads of Mission in Kampala met the Ugandan government on 28 March to initiate a strengthened political dialogue under Article 8 of the Cotonou Agreement. star this property answer text <p>There are currently no negotiations for a voluntary code of conduct in the United Nations Security Council to help prevent the use the veto in situations where mass atrocities are taking place. I am of course aware of the proposal put forward by France and think that it offers an important contribution to the wider debate on reform of the Security Council and I welcome the interest that this initiative has created. The United Kingdom wholeheartedly supports the principle that the Security Council must act to stop mass atrocities and crimes against humanity. We cannot envisage circumstances where we would use our veto to block such action.</p> more like this

star this property answer text <p>The United Nation's Peacebuilding Commission (PBC) is already concerned with ensuring the international community is making efforts to prevent conflict in countries on the PBC agenda. The PBC's mandate is to focus political attention on fragile states, bring together relevant international actors, and mobilise resources in order to help countries recover from conflict and avoid a relapse into conflict.</p><p>There will be a thorough review of the UN's Peacebuilding Architecture, including the PBC, in 2015, which will be an opportunity to improve the way in which the whole UN system helps countries affected by conflict and determine the most effective role that the PBC can play in the future.</p> more like this

This covered the cost of developing campaign materials and campaign events in Geneva, New York and London. The Human Rights Council election was designated as the priority election by the Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), in 2013.</p><p>Staff in London and across our network of diplomatic posts worked on the Human Rights Council campaign.
