	answer	answer is ministerial correction date of answer 25/03/2014 answer text <p>[holding answer 20 March 2014]</p><p>The Department did not provide specific funding for staff to carry out trade union activities in 2011, 2012 or 2013.</p><p> </p><p>Information on the amount of paid time spent on trade union activities by staff who are union representatives has only been centrally recorded since November 2012. Between November 2012 and September 2013 our central records show that 1,345 paid days were spent by union representatives on such activities. These central records are based on returns submitted by union representatives to account for the time they have spent on their union roles. Information on the amount of paid time spent on trade union activities prior to November 2012 could only be obtained at disproportionate cost.</p><p> </p><p>Since October 2013 the Department has not permitted members of staff elected as union representatives to be granted paid facility time for any trade union activities and in future will only grant paid facility time for such activities in exceptional circumstances and with approval from the Secretary of State. 	answer	answer is ministerial correction date of answer 26/03/2014 answer text <p>The Department for the Environment, Food and Rural Affairs (DEFRA) is the lead Government department for policy and legislation in relation to animal welfare, including offences under the Animal Welfare Act 2006. The police and local authorities have powers to enforce that Act, but any person or organisation (such as the RSPCA) can initiate criminal proceedings under it.</p><p> </p><p>In addition to the Government's funding for individual police forces to tackle all types of crime, including wildlife crime, the Home Office and DEFRA both contribute funding to support the work of the National Wildlife Crime Unit, the national police unit dedicated to tackling wildlife crime. And where wildlife crimes are sufficiently serious, organised or complex, the National Crime Agency will ensure that partners across the law enforcement community benefit from its coordination, tasking and intelligence arrangements, as well as being able to access its specialist capabilities. Furthermore, the Home Office plays a key role in the Government's efforts to tackle the illegal wildlife trade, which is a serious transnational criminal industry worth billions of pounds each year. Border Force undertakes electronic checks on most outbound passengers and physically checks passports on a strictly targeted basis. The Government and the Civil Aviation Authority work closely with air carriers in the UK to ensure that proper checks are in place. Of this number, 75 have been referred on to the relevant police force. There were 35 contacts from professionals seeking advice on the correct procedures to follow in regard to a child at risk of FGM. The other 3 <br>forces report that they are in the process of agreeing such protocols with <br>local partner agencies.<br><br>The agreement of mental health protocols by local agencies is promoted at <br>national level, including through the Mental Health Act 1983 Codes of Practice <br>and the new national Mental Health Crisis Care Concordat, which states that:<br><br>‘Every area should have a local protocol in place, agreed by NHS commissioners, <br>the police force, the ambulance service, and social services. This should <br>describe the approach to be taken when a police officer uses powers under the <br>Mental Health Act'.<br><br>The Mental Health Crisis Care Concordat can be found at: <br>https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/281242<br>/36353_Mental_Health_Crisis_accessible.pdf<br><br>The Department of Health, supported by the Home Office and Mind, is encouraging <br>local areas to sign-up to the principles of the Concordat, with the expectation <br>that all areas in England will have signed local declarations by December <br>2014.
