	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>The United Kingdom national action plan for antimicrobial resistance (AMR), published on 24 January, includes the commitment to lead the way in testing innovative models that pay companies for antibiotics based primarily on a health technology assessment of their value to the National Health Service, as opposed to the volumes used.</p><p>This project was formally launched by the National Institute for Health and Care Excellence and NHS England and NHS Improvement on 9 July.</p><p>A period of targeted engagement to secure stakeholder input into the development of key areas of the project, including the proposed approach for topic selection, the approach to evaluation, and the outline commercial model was launched on 9 July and concluded on 6 September 2019.</p><p>The next stages will involve the development of an evaluation framework and commercial model, selection of products to be included in the test and undertaking a value assessment for the selected products.</p><p>It is anticipated that payments will be implemented to companies from spring 2021 following commercial negotiation with companies.</p><p> </p> answering member printed Baroness Blackwood of North Oxford question first answered 09/09/2019 16:56:27 answering member 4019 label Biography information for Baroness Blackwood of North Oxford

Friend the Minister for the Armed Forces (Rt Hon Mark Lancaster) on 13 November 2018, to Question 188918: <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-11-06/188918/" target="_blank">https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-11-06/188918/</a>, citizens of the British Overseas Territory hold one of six types of British nationality which are eligible to apply to join the British Armed Forces, in which they serve as part of the British cohort. There is therefore no requirement to hold discussions with the Home Secretary about the residency requirement for citizens of British Overseas Territories wishing to join the UK Armed Forces.</p><p> </p><p>However, for security reasons the Armed Forces continue to have UK residency criteria to ensure the appropriate security standards which apply to all applicants, regardless of nationality, can be met. The data currently provides details of licences up to 31 March 2019 and this shows that 50 licence applications for military items have been approved. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Information about the period 1 April to 30 June will be published on 15 October 2019 and data covering the period 1 July 2019 to 30 September 2019 will be published in January 2020.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Licensing decisions about transfers to Saudi Arabia of items which may be used in the conflict in Yemen have been subject to judicial review. Under the Court of Appeal judgment of 20 June 2019 my Rt. Hon Friend the Secretary of State for International Trade was remitted to reconsider these decisions. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">The Court order of 20 June 2019 remitted the decision to grant export licences for the sale or transfer of arms and military equipment to Saudi Arabia for possible use in the conflict in Yemen to my Rt Hon. Friend the Secretary of State for International Trade to re-take on the correct legal basis.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The order did not require the Secretary of State to suspend existing licences. As a matter of priority, and without prejudice to our appeal against the 20 June judgment, we are considering the implications of the judgment for decision-making.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Amending our decision-making process in line with the judgment does not necessarily mean that decisions would be different.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">On 20 June, the then Secretary of State, set out in a statement to Parliament that until we retake our licensing decisions in line with the judgment we will not grant any new licences for exports to Saudi Arabia and its coalition partners that might be used in the conflict in Yemen.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">However, you will be aware of the Secretary of State’s statement to Parliament of 26 September, in which she set out information on inadvertent breaches of the Undertaking given to the Court of Appeal by the then Secretary of State in the Order of the Court dated 20 June 2019 and licences that were granted contrary to the wider commitment to Parliament, made in a statement that same day.
