star this property answer text <p>All departments, including the Treasury, carefully consider the equality impacts of individual policy decisions taken on those with protected characteristics - in line with both its legal obligations and its strong commitment to equality issues.</p><p> </p><p>When working on policy, including measures announced at the Autumn Budget 2017, ministers are advised of the impact a decision has on protected groups, and this is taken into account when a policy decision is made.</p><p> </p><p>The Autumn Budget includes many announcements that will benefit protected groups, including increases to the National Living Wage and the income tax personal allowance.</p> more like this

star this property answer text <p>Paying men and women unequally for the same work has been unlawful for nearly 50 years. Where an employer is found to have breached equal pay law, an employment tribunal can order them to produce an equal pay audit. Our requirement for all larger employers to publish their gender pay gap will help increase transparency of all the factors underlying the endemic differences in pay between men and women.</p> more like this

star this property answer text <p>Government responsibility for disability matters resides with the Office of Disability Issues within the Department for Work and Pensions. My Rt hon. Friend, the Minister for Women and Equalities, has not had specific discussions with cabinet colleagues on the scale of bullying of disabled people.</p><p> </p><p>The Government does not tolerate bullying in any form and any sector of our society.</p><p> </p><p>Under the Equality Act 2010, ‘unwanted or prohibited conduct’ related to a protected characteristic (including disability) that violates an individual’s dignity or creates an intimidating, hostile, degrading, humiliating or offensive environment for them, is unlawful. Bullying behaviour may also, in some circumstances, be proscribed by the victimisation provisions of the Act.</p><p> </p><p>The Equality Advisory and Support Service (EASS) record the number of calls they receive about harassment and victimisation of disabled people. They reported that between 1 October 2016, when the current EASS contract started, and 31 October 2017 there were 590 contacts from disabled people about harassment or victimisation, out of a total of 11,817 disability-related calls.</p>

star this property answer text <p>The Equality Act 2010 prohibits certain forms of conduct – including harassment – in employment and the provision of goods, services and public functions. Harassment is defined as unwanted conduct related to someone’s protected characteristics and which has the purpose or effect of violating their dignity or creating an intimidating, hostile, degrading, humiliating or offensive environment for them. However, “bullying” is not a term used in the Act, and incidents of “bullying” are not recorded.</p><p> </p><p>The Equality Advisory and Support Service, a Government-sponsored helpline that offers free advice and support to people who feel that they have been victims of unlawful discrimination, records and makes available statistics on all the customer contacts that it receives.</p><p> </p><p>Between 1 October 2016 - when the current service provider took over running the contract - and 28 February 2018, the Service recorded 1443 customer contacts concerning harassment across all the protected characteristics covered by the Act, 310 (21%) of which were related to race.</p>

star this property answer text <p>Homophobic, biphobic and transphobic bullying is unacceptable and the Government is committed to tackling it.</p><p> </p><p>There is no single source of data on the level of bullying reported against lesbian, gay, bisexual or transgender (LGBT) people. We rely on a range of sources to gather insight on bullying, harassment and discrimination against LGBT people in different contexts. These include our regular omnibus survey of pupils and their parents, research from the National Institute for Economic and Social Research, which the Government Equalities Office commissioned in 2016 to review the evidence of inequalities faced by LGBT people, and evidence from LGBT organisations.</p><p> </p><p>In July this year we launched a national online survey to gain the views of LGBT people living in the UK on what they think of public services. There are questions about the workplace as well as health, education, safety, and more general questions about being an LGBT person in the UK. The survey received an unprecedented response, making it one of the largest LGBT surveys in the world. We will analyse those results closely and set out further steps to promote LGBT equality next year.</p>
