star this property answer text <p>The ‘child protection system' can be taken to encompass a wide framework of referral, assessment, investigation and care processes. Information is not held centrally on the number of children subject to such processes who have entered the youth justice system.</p><p> </p><p>Young people entering the youth justice system will receive a full assessment of their needs by a youth justice practitioner, which will include establishing their care status and history and evaluation of other factors affecting their offending behaviour, in order to inform effective interventions.</p><p> </p> more like this

star this property answer text <p>Reducing reoffending and the better rehabilitation of young offenders are key priorities for this Government. We believe that the Youth Rehabilitation Order enables courts to sentence in a flexible and tailored way in order to effectively address offending behaviour.</p><p> </p><p>We are aware that Lord Carlile has recommended the implementation of this provision in his recent report into the effectiveness of the Youth Court. star this property answer text <p>The vast majority of children and young people have their cases heard by specially trained magistrates in the Youth Court.</p><p> </p><p>A child or young person may only be tried in the adult magistrates’ courts where they are a co-defendant with an adult and the court has decided that it is in the interests of justice to keep the defendants together. Children alleged to have committed serious offences, for example homicide or offences that for an adult would result in 14 years or more in prison, are tried in the Crown Court and may also be tried there if it is in the interest of justice to keep them together with an adult co-defendant.</p><p> </p><p>Overall crime is down and fewer young people are offending. Proven offending by under-18s has reduced by 44 percent since 2010/11, while the number of first time entrants to the system has fallen by 39 percent over the same period. However, it is important to note that these data have been extracted from large administrative data systems generated by the courts and police forces which, as with any large scale recording system, are subject to possible errors with data entry and processing and can be subject to change over time. As a consequence, care should be taken to ensure data collection processes and their inevitable limitations are taken into account when those data are used.</p><p> </p>

We expect all concerned to act in accordance with international law and take all feasible precautions to avoid civilian casualties when conducting operations. There is a need for effective action, and for Yemeni ownership of the fight against terrorism. It is important that Yemen and the international community continue to work together to combat this common threat of terrorism.</p> more like this

The ROE in the JSP are written to be appropriate for the full array of weapons systems available to UK Forces. star this property answer text <p>All weapons released by UK Combat aircraft in Afghanistan, be that Fast Jet, Remotely Piloted Air System or Rotary Wing platforms, are done so under the command of a pilot bound by UK Rules of Engagement. Following each release of a weapon by a UK platform, post mission analysis and a battle damage assessment is completed in theatre. I am withholding further details as their disclosure would, or would be likely to prejudice the capability, effectiveness or security of the Armed Forces.<br><br>The Secretary of State for Defence has previously said that there will be a need to review the strategic lessons from the Afghanistan campaign, but that time will be when combat operations are complete and all relevant information is available.</p><p> </p> more like this

star this property answer text <p>The UK intends to retain the Reaper capability primarily for its intelligence, surveillance and reconnaissance capabilities after combat operations in Afghanistan have ceased.</p><p>As is the case for the routine deployment of other military assets, the Ministry of Defence may notify Parliament of the deployment of UK Reaper Remotely Piloted Aircraft Systems but there is no intention for Parliamentary approval to be sought prior to each deployment or redeployment.</p> more like this
