star this property answer text <p>The Senior Deputy Speaker has asked me, as Chairman of the Services Committee, to respond on his behalf.</p><p>As registered food premises, the House of Lords catering facilities are subject to inspections from Westminster City Council (WCC). At the last inspection in November 2017, the Environmental Health Officer from WCC Food Safety Team awarded the highest rating of 5 for all House of Lords catering outlets in the Palace of Westminster; Millbank House facilities were inspected in November 2016 and also received a 5 rating. It is a recommendation but not a legal requirement to display the food hygiene rating sticker. The House of Lords rating stickers are currently displayed in the River Restaurant and Millbank House Cafeteria.</p> more like this

Following careful consideration, the provision of halal products when weighed against demand, is unfortunately not viable in terms of costs, logistics and supplier management.</p><p>Upon request for events, the Catering and Retail Service (CRS) can provide pre-stunned halal meat and poultry from certified and trusted suppliers that meet the standards for recognised accreditation schemes such as the RSPCA’s Freedom Food and Red Tractor.</p><p>CRS fully understand that all its customers do have wider individual requirements which it aims to cater for. In doing so CRS provide weekly changing menus in our cafeterias and table service restaurants offering an increased array of vegan and vegetarian options which continue to grow in popularity.</p><p> </p> more like this

star this property answer text <p>The Senior Deputy Speaker has asked me, as Chair of the Services Committee to respond to these questions on his behalf.</p><p>At its meeting on 11 July 2019 the Services Committee agreed to trial a revised service in the Bishops’ Bar, taking effect from the return of the House in September. Due to the dissolution and recess periods the Committee agreed that the trial be extended until April 2020.</p><p>During the trial period food preparation has been removed from the Bishops’ Bar, due to health and food safety concerns. This has meant that it is no longer possible for staff to customise salads and sandwiches at the point of sale. The Committee also agreed to the removal of toasted sandwiches from the Bishops’ Bar as part of the trial. A variety of toasted sandwiches remain available for purchase in the River Restaurant, with the choice of eating in or taking away. Two plated salad options have remained on offer in the Bishops’ Bar during the trial period and should the trial changes be made permanent these plated salad options will remain.</p><p>The Committee did not introduce these changes lightly. They were the subject to several discussions by the Committee; the minutes of which are available on the Committee’s webpage.</p><p>A report on the trial and future provision of services in the Bishops’ Bar is expected to be considered by the Committee at its April meeting. Once the Committee has had the opportunity to consider the report, it will be made available on the Committee’s webpage.</p>

When the Services Committee considered the required changes to the Bishops’ Bar in July, it accepted that the Administration had a duty of care towards staff working in the outlet and that the current conditions for food preparation were unsuitable.</p><p>We have no record of any incidents of food poisoning as a result of food consumed from the House of Lords Bishops’ Bar between 2009 and October 2019.</p><p>The Services Committee has no plans to review the methodology used by the food safety auditors who evaluated the Bishops’ Bar.</p> more like this

star this property answer text <p>The Senior Deputy Speaker has asked me, as Chair of the Services Committee, to respond on his behalf.</p><p>The net cost of catering has increased during the COVID-19 pandemic caused by a reduction in revenue because there have been limited catering outlets open (due to fewer Members and staff on site each day) and no banqueting events have taken place since March. The largest cost which impacts the subsidy is payroll and the Administration has continued to pay staff in full each month. Arrangements have been made for variable hours staff to receive pay averaging that which would have been expected prior to the pandemic. Catering management have reviewed the catering operations in view of the continuing effects of COVID-19 and have put mitigations in place, including:</p><ul><li>Stopping the recruitment process to fill current vacancies and any leavers;</li><li>Reducing the items available in the outlets currently open without detriment to quality. This means reducing food costs, production time, and food waste;</li><li>Curtailing expenditure on trading overheads where possible;</li><li>Ensuring the staffing rotas are managed effectively to offer resilience in the COVID-secure workplace.</li></ul><p>The financial impact of the pandemic on catering services will remain under review.</p>
