	answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>The UK has been influential in the development of the Smarter Rules for Safer Food regulations since their inception and we are broadly supportive of them. Our approach to these regulations is guided by our commitment to maintaining both the highest standards of biosecurity in the UK and frictionless trade at the border.</p><p><strong> </strong></p><p>If Parliament approves the deal negotiated by the Government, the EU Plant Health and Official Controls regulations will start to apply in the UK during the implementation period, on 14 December 2019. The Animal Health regulation will apply in the EU from April 2021, after the end of the proposed implementation period, so it would not apply directly to the UK. The annual cost of these additional staff is expected to be around £190 million in 2019/20. 	answer	answer is ministerial correction date of answer 13/03/2019 answer text <p>Defra is keen to ensure that we uphold our high standards of animal welfare including in relation to horseracing. Irresponsible use of the whip is completely unacceptable.</p><p> </p><p>The British Horseracing Association (BHA) requires that whips be used responsibly and jockeys may only use the whip within certain strict rules. The BHA last undertook a review of the whip in 2011.
