star this property answer text
Section 22 of the Chronically Sick and Disabled Persons Act 1970 sets out the following requirement:

The Secretary of State shall as respects each year lay before Parliament a report on the progress made during that year in research and development work carried out by or on behalf of any Minister of the Crown in relation to equipment that might increase the range of activities and independence or well-being of disabled persons, and in particular such equipment that might improve the indoor and outdoor mobility of such persons.

In recent years the report has been produced by the Foundation for Assistive Technology, and this contract expired in June 2014. The annual cost was £72,268 (figure for final year). The contract was funded by the Department's Policy Research Programme.

The Department has to deliver change in a climate of continuing fiscal challenge and constraint on public spending, and the approach to reporting on assistive technology research and development is aligned with this. The Department does not therefore plan to invite tenders for production of Section 22 reports from 2014-15 and will produce future reports on a smaller scale and of sufficient quality to meet the statutory requirement. This will be done in-house at no additional cost.

As the Government will continue to meet the statutory requirement, no formal consultation on Section 22 has been undertaken or planned.

Reports produced under Section 22, together with other sources of information about Government-funded assistive technology research (including published outputs, project databases, trial registers, websites and other information published by research funders and organisations carrying out research) will continue to make information available that can be used to support the identification of innovation opportunities and the identification and adoption of technology.

star this property answer text
Throughout this pandemic, our Plan For Jobs has supported jobs and businesses with over £400 billion of economic support – one of the most generous and comprehensive packages in the world.

At the Budget, the Chancellor announced a generous extension of economic support to reflect the easing of restrictions and enable the private sector to bounce back as quickly as possible. As the Chancellor put it in his Budget speech: “we’re going long, extending our support well beyond the end of the Roadmap to accommodate even the most cautious view about the time it might take to exit the restrictions”.

Eligible businesses and employees across the United Kingdom are benefitting from the extension of the CJRS until the end of September, with employees receiving 80% of their salary for hours not worked, up to £2500 per month. From July, employers will contribute 10% of costs of unworked hours, followed by 20% in August and 20% in September. Many other countries have already done the same (Denmark, Netherlands, France, Spain), and economy-wide schemes have ended in Australia and New Zealand. Furthermore, the economy now is in a stronger position than it was last autumn, when businesses also contributed up to 20 per cent of wage costs. And lastly, the labour market is in a stronger position, with 5.5 million fewer people on furlough than in April 2020 and hiring intentions and job vacancy levels in June around 29 per cent above February 2020 levels.

As restrictions have been lifted, it is right that we ask employers to contribute more to strike the balance between supporting the economy as it opens up, continuing to provide support and protect incomes, and ensuring incentives are in place to get people back to work.

The delay of Step 4 is accommodated by the continuation of the Government’s package of economic support for businesses, which can continue to benefit from extensions to the furlough scheme; a UK-wide recovery loan scheme; business rates relief; enhanced Time to Pay for taxes; and support for paying deferred VAT.

star this property answer text
The United Kingdom has robust systems in place to detect, assess and respond to infectious disease threats of both natural and deliberate origin. This was tested during the assessment of the application of the Global Health Security Agenda Assessment Tool and was considered to be an exemplar of good practice. These systems are particularly strong across Public Health England (PHE) and the Animal and Plant Health Agency (APHA) for emerging zoonotic threats, and the UK has been seen as one of the world leaders in putting One Health into action. Zoonotic diseases are included within the Government’s National Risk Register as high risk and needing cross Government action to reduce the threat, mitigate the risk and respond to cases/outbreaks.

PHE undertakes a varied programme of research into infectious agents and medical tools required to detect, diagnose, recognise, and respond to outbreaks of infectious disease. PHE collaborates with academia on modelling threats posed by emerging zoonoses and assess the roles of cross-immunity and seasonal influenza vaccination on the emergence of pandemic strains. During the recent Ebola virus outbreak in West Africa, PHE conducted research on the design and assessment of containment equipment for safe diagnostics in West Africa; improving diagnosis, understanding pathogenesis, and assessing treatment/prevention approaches for Ebola virus disease in animal models and human clinical trials. This capability is and can be applied to all pathogens, including those which are zoonotic.

APHA is engaged in a number of research projects on the subject of zoonotic pathogens with pandemic potential. This includes: the rapid detection of coronaviruses, studies into the ability of H5N1 avian influenza viruses to infect, adapt and become transmissible in mammalian species and research into risks and pathways for the introduction of Chinese-origin H7N9 avian influenza virus into United Kingdom and European poultry. APHA is also engaged in various research projects with international and external collaborators, including European consortiums assessing new and emerging diseases.
