	answer	answer is ministerial correction date of answer 20/09/2024 answer text <p>The London Chamber of Commerce and Industry (LCCI) and its operational unit, the UK National ATA Carnet Organisation, is responsible for the issue of ATA Carnets in the UK. Issuing Chambers charge their own fees to cover their administration costs. The cost of an ATA Carnet also reflects the cost of providing a guarantee through an International Guarantee Chain, which covers any customs charges potentially due on goods in the countries to be visited.</p><p> </p><p>The UK is currently participating in a pilot exercise to digitalise ATA Carnets and their processes as part of a World Customs Organisation (WCO) and International Chamber of Commerce (ICC) initiative. The Digital Pilot was launched in February 2019, initially involving the UK and five other countries. To date, the UK has successfully processed a number of e-ATA Carnets from Heathrow and is looking to collaborate with more ports to make digital Carnets more readily available.</p><p> </p><p>There are other options for temporarily moving goods between the UK and EU which may be more cost-effective than an ATA Carnet, depending on the specific circumstances. The EU’s Temporary Admission procedure can be used in conjunction with the UK’s Returned Goods Relief to claim relief on goods which are temporarily imported into the EU, and subsequently re-exported back into the UK. That is why we have committed to break the cycle of reoffending by better supporting prisons to link up with employers and the voluntary sector to get more people with convictions into work.</p><p> </p><p>Release on Temporary Licence (ROTL) allows prisoners to be released temporarily into the community for specific purposes, including to engage in employment. Prisoners working on ROTL are paid the same as their counterparts in the community and are subject to the same income tax, National Insurance and child support requirements, as well as other court ordered deductions.</p><p> </p><p>In addition, the Prisoners’ Earnings Act 1996 (PEA) gives governors the power to deduct up to and including 40% from prisoners’ earnings on ROTL. Currently, the money deducted is given to the charity Victim Support. Based on current forecasts, the full rate of the new state pension is set to increase by around £1,700 over the course of this Parliament.</p><p> </p><p>In making a decision on Winter Fuel Payment eligibility, the Government had regard to an equality analysis in line with the Public Sector Equality Duty requirements</p><p> </p><p>Winter Fuel Payments will continue to be paid to pensioner households with someone receiving Pension Credit or certain other income-related benefits. They will continue to be worth £200 for eligible households or £300 for eligible households with someone aged 80 and over.</p><p> </p><p>We know there are low-income pensioners who aren’t claiming Pension Credit, and we urge those people to apply. This will passport them to receive Winter Fuel Payment alongside other benefits – hundreds of pounds that could really help them. We will ensure that the poorest pensioners get the support they need.</p><p> </p><p>The Household Support Fund is also being extended for a further six months, from 1 October 2024 until 31 March 2025.</p><p>We are also providing support for pensioners through our Warm Homes Plan which will support investment in insulation and low carbon heating – upgrading millions of homes over this Parliament. Our long-term plan will protect billpayers permanently, reduce fuel poverty, and get the UK back on track to meet our climate goals.</p><p>The Warm Home Discount scheme in England and Wales provides eligible low-income households across Great Britain with a £150 rebate on their electricity bill. The Department funds research on health and social care through the National Institute for Health and Care Research (NIHR). The NIHR welcomes funding applications for research into any aspect of human health. These are judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money, and scientific quality, and the NIHR will work with researchers to facilitate the development of good-quality proposals that will move the evidence base forward.</p><p>An Expert Advisory Group for Allergy (EAGA) was established in 2023, and brings together key stakeholders, including clinical organisations, with the aim improving the quality-of-life of people with allergies. Chaired jointly by the Department and the National Allergy Strategy Group, the EAGA identifies priority areas for the Department, NHS England, and other Government departments and agencies relating to allergies that require policy change or development, and advises on how to best achieve improved outcomes.</p><p>The Department has also held a number of meetings with the National Allergy Research Foundation (NARF) to discuss both the research and policy aspects of allergies. The NARF is a charity with a mission to make allergy history through pioneering scientific and medical research, to change the lives of those living with allergies, starting with food allergies.</p><p>Blood and skin allergy tests can detect a patient's sensitivity to common allergens, including food allergens, and advice on the circumstances under which such tests should be offered are contained in the guidance, Food allergy in under 19s: assessment and diagnosis [CG116], published by the National Institute for Health and Care Excellence (NICE). Havering adopted its Local Plan in 2021 with a housing target of 1,262 homes per year.</p><p>Average annual net additions in Havering were 830 between 2020/21 and 2022/23.
