It pledged in 2000 that: “We... are committed to ensuring that all social housing is of a decent standard within 10 years” (DETR, <em>Quality and Choice: A Decent Home for All: The Housing Green Paper</em>, April 2000, p.11). But 16 per cent of local authority homes were not decent by 2010.</p><p>That last Government also cut the Decent Homes programme by £150 million in July 2009, cannibalising the housing programme to pay for other policies. I also observe the last Prime Minister planned to cut back housing investment, remarking before the general election: “Housing is essentially a private sector activity. Let's be honest about this... 	answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The Regulator of Social Housing operates independently within the framework set by legislation and sets its own criteria that applicants for registration must meet. Local authorities that own housing stock are automatically registered and private organisations such as housing associations can voluntarily apply to register. Any applicant that is eligible for registration and meets these criteria must be registered.</p><p>The current process of registration is designed to provide the Regulator of Social Housing with assurance that providers are well-managed and financially viable. Almost all new applicants for registration have plans to provide fewer than 100 homes. Our Social Housing Green Paper set out our aims to rebalance the relationship between residents and landlords, tackle stigma and ensure social housing can be both a safety net and a springboard to home ownership.</p><p>We are committed to increasing the supply of social housing and have invested over £9 billion into our Affordable Homes Programme to deliver 250,000 affordable homes by 2022, including at least 12,500 for social rent outside of London. A further £2 billion of long term funding has already been committed beyond that as part of a ten year home building programme through to 2028. We’re also giving councils extra freedom to build the social homes their communities need and expect. Housing Associations and Local Authorities now need to accelerate delivery and build more affordable homes.</p><p>The consultation on our Green Paper, ‘A new deal for social housing’, closed on 6 November 2018. 	answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>In England, the Regulator of Social Housing requires registered providers to maintain their homes to the Decent Homes Standard, which says homes must have efficient heating and effective insulation. Homes are also required to be free of serious hazards, such as excess cold, identified using the Housing Health and Safety Rating System (HHSRS).</p><p>In August 2018, the Government’s Social Housing Green Paper asked whether there are any changes to what constitutes a decent home that Government should consider. The consultation closed in November 2018 and we are currently analysing responses.</p><p>In January 2019, Government also commissioned the first stage of a review to assess how well the HHSRS works in practice. We have also supported the Homes (Fitness for Human Habitation) Act which will allow social tenants to seek redress in the courts if their home contains a hazard.</p><p>In addition, the Government sets minimum standards for energy efficiency and the safety of heating appliances through Building Regulations Part L (Conservation of fuel and power) and Part J (Combustion appliances and fuel storage systems) respectively. In the Government’s Clean Growth Strategy, we committed to reviewing the Part L standards including consulting on improving energy efficiency requirements in new and existing buildings where the evidence suggests there are cost effective, affordable and safe opportunities to do so.
