star this property answer text Whilst we cannot interfere in the investigation or judicial processes in that country, we will also consider making appropriate representations to the local authorities if there are concerns that the investigation is not carried out in line with local procedures; if there are justified complaints about discrimination against the person who has died or their family; or where we judge that a local delay or decisions creates significant distress for the bereaved. Details of the support we offer to all British victims of crimes overseas are set out in our public statement: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/317474/FCO_Brits_Abroad_2014.pdf The investigation of crimes overseas are the responsibility of the country in which they occurred. We cannot interfere in investigations overseas and may be considered a third party by some countries and therefore not entitled to updates on the investigation or court process. We recommend that families engage a local lawyer who can make efforts to ensure that local standards are met and can seek updates from the local authorities and courts. We do though retain close interest in cases, and seek updates where we are able to. We can also formally note our interest in an investigation, in particular if a British National is murdered or dies in suspicious circumstances.

star this property answer text Turkey is a key security partner for the UK which has long played an important role in the Global Coalition’s efforts to defeat ISIL. It is a founding member of the Coalition, and a critical partner in restricting the flow of foreign fighters and finance to ISIL across its borders with Syria and Iraq. Its strong support to the Syrian moderate opposition, including through the US-led Train and Equip Programme, helps bolster this critical ground force in its struggle against ISIL. More recently, we welcome Turkey joining the Coalition airstrikes against ISIL in Syria, as well as the opening of Incirlik airbase to Coalition forces. This is having a real military impact, drastically reducing the flight times to reach targets in Syria. Furthermore, Turkey is playing a key role in the humanitarian effort. It hosts more than 2 million refugees fleeing from Syria and Iraq, and is facilitating the delivery of humanitarian aid across the border. more like this

star this property answer text <p>We reviewed all existing export licences to Israel during Operation Protective Edge. We found that the vast majority of exports currently licensed for Israel were not for items that could be used by Israeli forces in operations in Gaza in response to attacks by Hamas.</p><p>On 12 August, the Government announced that twelve licences were identified for components which could be part of equipment used by the Israel Defence Forces in Gaza. As we were unable to clarify whether export licence criteria was being met, we took the decision to suspend this small number of export licences if there was a resumption of significant hostilities.</p><p>We monitored the situation closely and assessed that the resumption of hostilities when Hamas later broke the ceasefire was not enough to warrant a suspension.</p><p> </p> more like this

star this property answer text <p>We have records that the Secretary of State has issued directions under section 69A of the Education and Inspections Act 2006 on four occasions since 17 November 2011.</p><p> </p><p> </p><p>Clause 2(6) of the Education and Adoption Bill removes the power of the Secretary of State, found in section 69A of the Education and Inspections Act 2006, to direct a local authority to give a performance standards and safety warning notice. This is because, as a result of the amendments in Clause 2 of the Bill, the Secretary of State would in future be able to give and judge compliance with these notices herself.</p> more like this

star this property answer text <p>There is no single reporting mechanism for all police forces on all use of force and the Home Office does not currently routinely collect information on the use of restraint in relation to people in police custody.</p><p>Work is underway with a number of forces on a voluntary basis to improve information held locally about those who are detained by the police under section 135 and 136 of the Mental Health Act 1983. Five forces have to date provided some initial information for the months of April and May in relation to the age, gender and ethnicity of such individuals held in police custody and whether restraint was used.</p><p>The Government is clear that any use of restraint must be lawful, proportionate and necessary in all circumstances. All front line officers must pass personal safety training annually. If they do not pass the training, they are not authorised to use restraint techniques. We strongly recommend that forces follow the National Personal Safety Manual published by the Association of Chief Police Officers. The police must be able to use force to protect the public, vulnerable people and themselves. It is for police to determine when the use of restraint is necessary. Local oversight of the use of restraint should enable forces to understand when and how they are using force and in what situations.</p><p>The use of force by the police needs to be transparent and open to scrutiny. At the Black Mental Health and Home Office Summit on 23 October, the Home Secretary announced that the national policing lead, Chief Constable David Shaw will conduct an in-depth review of the publication of Taser data and other use of force by police officers. This will present options for publishing the data on how police officers are deploying these sensitive powers, who they are being used on and what the outcome was.</p>
