	answer	answer is ministerial correction date of answer 06/02/2020 answer text <p>Having agreed technical standards enables industry to provide products and services that work together and are an essential part of the electronic communications world. ETSI is one of the main standards organisations in this area. DCMS leads on standards for digital and electronic communications and pays the UK government membership fee to ETSI. DCMS is active on the board and a number of technical committees and coordinates the UK industry relationship with ETSI. The National Physical Laboratory (NPL) and the National Cyber Security Centre (NCSC) lead the technical work on quantum communications and quantum-safe cryptography from a UK government perspective.</p><p> </p><p>The NPL has had a long-standing involvement with the ETSI Industry Specification Group (ISG) on quantum key distribution (ETSI ISG-QKD), acting as rapporteur for the creation of a published guidance document ETSI GS QKD 011 (2016) that created the first measurement ‘standard’ in quantum technologies. The NPL continues to contribute to the drafting of test standards through ETSI ISG-QKD and will continue to explore where it would be beneficial for the UK to have further participation in other standards organisations, eg. ITU and ISO.</p><p> </p><p>The NCSC is not a member of the ETSI ISG-QKD but has worked with the group to provide security assurance of QKD products; and has been closely involved in the ETSI Quantum Safe Cryptography (QSC) group since its establishment – this group is focussed on transitioning internet security to using algorithms that could not be broken by a quantum computer.</p><p> </p><p>As part of the National Quantum Technologies Programme (NQTP), Government supports research in quantum communications, which is co-ordinated through a hub led by the University of York. The hub’s expert advice contributes to standard setting through ETSI. Launched in 2014, the hub will have received around £48m in UKRI funding by 2024. We are expecting to meet more than 1:1 match between industry and government funding for Wave 3 of the ISCF. 	answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>The 2015 report by Economic Insight was considered during the 2015 Spending Review, and before more recent announcements related to the National Productivity Investment Fund, together with other evidence and analysis.</p><p> </p><p>The Government has a long term plan for Science, Research and Innovation. As a first step to reaching the 2.4% target, public R&amp;D spending has been raised from around £9.5bn in 2016-17 to around £12.5bn in 2021-22. 	answer	answer is ministerial correction date of answer 27/06/2019 answer text <p>In October 2018 we launched a consultation to build our understanding of whether there are opportunities to further encourage new innovative methods and technologies in the utilities sectors to improve outcomes for consumers. This sought views on the barriers to innovation in the utilities sectors, and how we could improve the regulatory framework to further encourage innovation. We are analysing the responses to this consultation and plan to publish a response in due course.</p><p> </p><p>In June 2019 we announced measures in our White Paper on Regulation for the Fourth Industrial Revolution to support regulators to enable innovation in their sectors, as part of our approach to increasing R&amp;D investment to 2.4% of GDP by 2027. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>As per its funding settlement with HM Treasury, BEIS has allocated its research and innovation Official Development Assistance budget to two discrete funds: the Newton Fund, and the Global Challenges Research Fund (GCRF).</p><p> </p><p>The Newton Fund has a total budget of £735 million (2014/15 – 2020/21) and supports science and innovation collaborations with 17 partner countries. The fund aims to promote the economic development and social welfare of either the partner countries or, through working with the partner country, to address the wellbeing of communities.</p><p> </p><p>The GCRF is a funding stream that supports cutting edge research on global issues affecting developing countries.
