	answer	answer is ministerial correction date of answer 23/11/2016 answer text <p>This credit only applies to those who reach state pension age on or after 6 April 2016 because entitlement to the new State Pension, introduced on 6 April 2016, is based on a person’s <strong>own</strong> National Insurance contribution record, unlike the old State Pension scheme where it is possible to ‘derive’ a State Pension based on a spouse or civil partner’s contributions.</p><p> </p><p>Under our state pension reforms, introduced on 6 April 2016, over three million women will gain an average of £11 per week more State Pension by 2030. 	answer	answer is ministerial correction date of answer 17/10/2016 answer text <p>While we can’t draw a direct link between the triple lock and pensioner poverty, pensioner poverty is at one of the lowest rates since records began, with 100,000 fewer pensioners in relative poverty (after housing costs) than there were in 2009/10. Pensioners are now less likely to be in relative and absolute low income after housing costs than the population as a whole. The Government continues to support the poorest pensioners, not least through Pension Credit which tops up income to a guaranteed minimum level of £155.60 for a single person and £237.55 for couples.</p><p>The Government wants all pensioners to have a decent and secure income in retirement. We have committed to maintain the triple lock to 2020, the guarantee that both the basic State Pension and the new State Pension will increase by the highest of the growth in average earnings, price increase or 2.5%. The full basic State Pension is now over £1,100 a year higher than it was at the start of the last Parliament. It targets help at the poorest pensioners who have been unable to provide for their retirement. It works by topping up someone’s other income to a standard minimum level. The amount of Pension Credit a person gets depends on how much money they have coming in each week and how much capital they hold (e.g. savings and investments).</p><p> </p><p>Where someone has a partner, their claim will be treated as a couple and their income &amp; capital will be added together when their entitlement is calculated. On 8 February 2017 I set out further detail on the review, including its terms of reference and the membership of the external advisory group.</p><p> </p><p>Through the review we will be seeking to build on the success of automatic enrolment to date. So far over 7.1 million individuals have been automatically enrolled into a workplace pension by more than 370,000 employers. The review will look at how we can ensure that automatic enrolment continues to meet the needs of individuals saving for their retirement in the future, and that the technical operation of the policy is working as intended.</p><p> </p><p>It is important that we begin early conversations around the central issues covered by the review of automatic enrolment, and I recognise people are keen to engage on these. That is why on 8 February 2017 I published a set of initial questions on the main themes, including coverage, engagement and future contributions. I have invited views and evidence by 22 March 2017 to help inform our considerations. We will, of course, formally consult on any proposals that require legislative change.</p><p> </p><p>As I set out in my previous statement, my Department’s work will be supported by an external advisory group.</p><p> </p><p>The three co-chairs of the group are:</p><ul><li>Jamie Jenkins (Head of Pensions Strategy, Standard Life), who will support the work around the theme of coverage of automatic enrolment;</li><li>Ruston Smith (Trustee Director at Peoples’ Pension), who will support the work around strengthening personal engagement with work place pensions, and;</li><li>Chris Curry (Director, Pensions Policy Institute), who will support the work which begins to develop the evidence base on future contributions.</li></ul><p> </p><p>The other members of this group are:</p><p> </p><p>Carl Emmerson, Deputy Director, Institute of Fiscal Studies</p><p>Jane Vass, Head of public policy, Age UK</p><p>Neil Carberry, Director for people and skills, Confederation of British Industry</p><p>Linda Ellett, KPMG, partner – Tax and Pensions Practice</p><p>Nigel Stanley, NEST Members’ Panel, Chair</p><p>Jocelyn Blackwell, Trustee Director NOW: Pensions</p><p>Judith Hogarth, Employment and Pensions, EEF</p><p> </p><p>I am delighted to be working with a team representing such a breadth of experience and expertise and look forward to the insight they will bring to help shape the review and any proposals.
