The British people voted to leave the European Union and the Government is committed to delivering this by 31 October.</p><p>However, in November 2018 the Government <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/760484/28_November_EU_Exit_-_Long-term_economic_analysis__1_.pdf" target="_blank">published analysis</a> of the long run economic impact of leaving the EU across a range of scenarios, and a <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/759760/28_November_EU_Exit_-_Assessment_of_the_security_partnership__2_.pdf" target="_blank">separate assessment</a> of the Future Security Partnership. However, it is the responsible thing to prepare for all eventualities. The Government is already implementing its offer to guarantee the rights of EU citizens in the UK and the EU Settlement Scheme opened fully on 30 March and to date, over 800,000 citizens have made an application.</p><p>The EU Settlement Scheme, has been implemented by the changes to Appendix EU to the Immigration Rules, which are made under section 3(2) of the Immigration Act 1971. These legislative measures are consistent with the Government’s commitment that in any scenario, EU citizens resident in the UK by exit day will be able to stay and continue living their lives broadly as they do now.</p><p>On 27 February, the House supported an amendment tabled by Alberto Costa MP to seek a joint UK-EU commitment to adopt Part II of the Withdrawal Agreement whatever the outcome of negotiations. The Government has since written to Michel Barnier twice on this matter. The Political Declaration sets out a clear vision for the UK’s future relationship with the EU.</p><p>The negotiated Withdrawal Agreement and Political Declaration outline the EU and UK's shared commitment to a free trade area for goods with no tariffs, quotas or rules of origin requirements. The Government recognises that the UK has obligations to the EU, and the EU obligations to the UK, that will survive the UK’s withdrawal—and that these need to be resolved. 	answer	answer is ministerial correction date of answer 06/03/2019 answer text <p>The Government has set out a unilateral offer to protect the rights of EU citizens living in the UK in all scenarios, and has been urging all Member States to do the same for UK nationals living in their countries.</p><p>Despite the welcome progress made by some Member States to protect the rights of UK nationals in their countries, there are other areas where the offer to UK nationals falls short, particularly in relation to healthcare. This is why the Government supported the objective of the Costa amendment on the 27 February, as a ring-fenced agreement would achieve our aim of providing certainty to citizens whatever the outcome of negotiations. The Government is now writing to the EU institutions seeking clarity on their position in regards to ring-fencing the citizens’ rights part of the Withdrawal Agreement.</p><p>If a joint UK-EU commitment to ring-fence citizens cannot be achieved, protecting the rights of UK nationals in the EU would, in a no deal, ultimately be a matter for the EU and individual Member States. We are urging them to take all necessary measures to do so. The EEA Agreement will no longer operate in respect of the UK when we leave the EU. However, at the March European Council we agreed with the EU that the UK is to be treated as a Member State for the purposes of international agreements for the duration of the implementation period. This includes the EEA Agreement.
