The creative industries contributed <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/759707/DCMS_Sectors_Economic_Estimates_2017__provisional__GVA.pdf" target="_blank">£101.5bn to the UK economy in 2017</a>. That is why, in our White Paper on the UK’s future relationship with the EU, we said that whilst free movement of people will end, we want to agree reciprocal mobility arrangements with the EU that support businesses to provide services and move their talented people, and discuss how to facilitate the temporary mobility of self-employed professionals and employees providing services. The Immigration White Paper sets out the foundation for a single immigration system that will support the UK’s dynamic economy.</p><p>Our proposals for mobility arrangements with the EU are reflected in the Political Declaration on the future relationship, which contains a specific reference to the importance of mobility and temporary movement of objects and equipment in enabling cooperation in the cultural sector. The Withdrawal Agreement will protect the rights of around one million UK nationals in the EU and over 3 million EU citizens in the UK.</p><p>The UK cannot act unilaterally to protect the rights of UK nationals in the EU and that is why we have always prioritised reaching a reciprocal agreement with the EU. The Government has been calling on Member States to protect the rights of UK nationals in a no deal scenario and we welcome the progress that has been made. 	answer	answer is ministerial correction date of answer 30/04/2019 answer text <p>The Government has been working hard for some time on minimising the impact on trade flow in the event that the UK were to leave without a deal, this includes meeting with the Welsh ports, and we recognise the importance of trade between Wales and Ireland. As set out in the Political Declaration, the UK and EU have both agreed that the future economic partnership should be based on the principle of no tariffs, fees, charges or quantitative restrictions across all sectors.</p><p>The UK and Irish governments have also been clear that maintaining the CTA is a top priority. British citizens in Ireland and Irish citizens in the UK will continue to be able to live and work in each other’s countries, and to access healthcare, education, social welfare and benefits including state pensions.</p><p>In a no deal scenario, the Government will introduce customs easements to ensure that the flow of imports into Wales will be as smooth as possible. A pragmatic approach has also been agreed with the secretariat of the Common Transit Convention for managing movements under that convention. The draft Withdrawal Agreement will provide nearly one million UK nationals in the EU with the certainty they need about their rights going forward.</p><p>Under the Withdrawal Agreement, all UK nationals lawfully residing in a Member State at the end of the implementation period will be able to stay, this includes British children being cared for by relatives. It also allows close family members to join after the end of the implementation period on the basis of current EU rules, where the relationship existed before the end of the implementation period.</p><p>Our policy paper, published on 6 December, confirms that EU citizens resident in the UK by exit day will be able to apply to the EU Settlement Scheme to secure their status in a no deal scenario. The Agreement will ensure that these frontier workers are able to enter and leave the UK for work, enjoying broadly the same rights as they do now, after the end of the implementation period.</p><p>We will also protect the rights of frontier workers in the event of a no deal. Many of this cohort will spend enough time in the UK to qualify for status under the EU Settlement Scheme. The best way to guarantee those rights, both for UK nationals in the EU and EU citizens in the UK, is through the Withdrawal Agreement.</p><p>On 27 February, the House of Commons supported a proposal by Alberto Costa MP which requires the Government to seek a joint UK/EU commitment to preserve the citizens’ rights section of the Withdrawal Agreement, whatever the outcome of negotiations.</p><p><del class="ministerial">The Secretary of State Steve Barclay has now written to the EU’s lead Brexit negotiator Michel Barnier, on ring-fencing the Citizens’ Rights part of the Withdrawal Agreement. This letter has also been copied to Guy Verhofstadt, the European Parliament’s Brexit coordinator and shared with the Secretary-General. Copies of the letter have been placed in the libraries of both Houses and it has been published online at <a href="https://www.gov.uk/government/publications/costa-amendment-letter-to-the-eu-institutions" target="_blank">gov.uk</a>.</del></p><p><ins class="ministerial">The Secretary of State Steve Barclay has now written to the EU’s lead Brexit negotiator Michel Barnier, on ring-fencing the Citizens’ Rights part of the Withdrawal Agreement. This is why the Government supported the objective of the Costa amendment on the 27 February, as a ring-fenced agreement would achieve our aim of providing certainty to citizens whatever the outcome of negotiations. The Government is now writing to the EU institutions seeking clarity on their position in regards to ring-fencing the citizens’ rights part of the Withdrawal Agreement.</p><p>If a joint UK-EU commitment to ring-fence citizens cannot be achieved, protecting the rights of UK nationals in the EU would, in a no deal, ultimately be a matter for the EU and individual Member States. We are urging them to take all necessary measures to do so. 	answer	answer is ministerial correction date of answer 24/01/2019 answer text <p>UK Ministers meet regularly with Ministers from the Scottish and Welsh governments, through JMC (EU Negotiations), JMC (Europe), the Ministerial Forum (EU Negotiations), as well as bilateral and trilateral meetings. In the absence of an Executive, we also engage at an official level with the Northern Ireland Civil Service.</p><p>Yesterday the Prime Minister met with the First Ministers of Scotland and Wales as part of ongoing discussions to find a consensus around the terms of the UK’s exit from the EU. Both Ministers have been invited by the Prime Minister to attend all relevant meetings of a new Cabinet sub-committee that will bring together work on preparations for the UK’s exit from the EU, spanning both deal and no deal outcomes.</p><p>This builds on the increasing engagement in recent months between the UK government and the devolved administrations and our commitment to give them an enhanced role in the next phase of the Brexit process, respecting their vital interests in these negotiations.</p><p>UK Ministers will attend the next meeting of the Ministerial Forum (EU Negotiations) in Scotland next week.</p><p> </p> answering member constituency Worcester answering member printed Mr Robin Walker question first answered 24/01/2019 16:47:08 answering member 4091 label Biography information for Mr Robin Walker
